Residents on Madison Street Petition to be removed from study –now only 55 properties General consensus that the design of some newer homes was not of the highest quality and improvements in process needed. Guide to Residential Design doesn’t address mid- century Ranch Design adequately. Planning Board Review Staff Presented three options Option 1: Original Proposal Option 2: Modified Proposal –27 foot height limit, limit second stories to 50% of floor area. Adopt new Design Guidelines for area. (attached) Planning Board Recommendation Conclusions: Problems in the neighborhood are not problems with Zoning Code standards. Problems need to be addressed through the Design Review process. Recommendations: Don’t change the zoning code standards Amend the Citywide Design Manual to include the draft Design Guidelines for Ranch Style homes. Apply citywide, not just to 55 properties. Staff Recommendation Agree with Planning Board Recommendation. 1.Abandon Zoning Overlay proposal 2.Amend Citywide Design Guidelines to include draft Ranch Style Architecture guidelines to improve the quality of design review applications and decisions in the future.
