MINUTES OF THE REGULAR MEETING OF THE
ALAMEDA REUSE AND REDEVELOPMENT AUTHORITY
Wednesday, February 4, 2004
The meeting convened at 5:40 p.m. with Mayor Johnson presiding.
1. ROLL CALL

2. CONSENT CALENDAR
2 -A. Approval of the minutes of the Special Meeting of November 19, 2003.

Member Kerr motioned for approval of the minutes as written. The motion was seconded by
Member Gilmore and passed unanimously.
2 -B. Approval of the minutes of Special Joint City Council, CIC and ARRA meeting of
November 19, 2003.

3. REGULAR AGENDA ITEMS
3 -A. Recommendation from the Executive Director that the ARRA Governing Body
Authorize the Executive Director to Approve an Amendment Extending the Term of
the Agreement with Barnes and Company for Two Months in the Amount of
$49,920 for Interim Project Management Advisory Services for Alameda Point.
Recruitment for a fiill-time project manager is not expected to be complete until April 2004.
Since the current contract expires on February 13, 2004, a two -month extension is necessary.
Member Matarrese motioned for approval of the recommendation from the Executive
Director that the ARRA Governing Body authorize the Executive Director to approve an
amendment extending the term of the agreement with Barnes and Company for two
months in the amount of $49,920 for interim project management advisory services for
Alameda Point. The motion was seconded by Member Gilmore and passed unanimously.

3 -B. Recommendation from the Executive Director that the ARRA Governing Body
Authorize the Executive Director to Approve an Amendment Adding $176,000 and
Extending the Term of the Agreement with The Ferguson Group for Policy
Consultation and Governmental Regulations Services for Alameda Point.
On January 1, 2004, The Ferguson Group entered into a one -month agreement with the ARRA to
provide advisory services related to cleanup and conveyance issues at Alameda Point. This
extension of the agreement will cover the period February 5 through December 31, 2004. The
overall goal is to develop a cooperative remediation and conveyance strategy with the Navy.
Mayor Johnson expressed confidence that The Ferguson Group will continue to serve the City
well.
Member Gilmore motioned for approval of the recommendation from the Executive
Director that the ARRA Governing Body authorize the Executive Director to approve an
amendment adding $176,000 and extending the term of the agreement with the Ferguson
Group for policy consultation and governmental regulations services for Alameda Point.
The motion was seconded by Member Matarrese and passed unanimously.
3 -C. Recommendation from the Executive Director to Approve the Property
Management Agreement with PM Realty Group.
PM Realty Group has been managing the leasing and property management at Alameda Point as a
subcontractor of the master developer, Alameda Point Community Partners, since approximately
January 2002. It is proposed that the City contract directly with PM Realty Group for these
services. PM Realty Group will utilize the services of Cushman & Wakefield to market some of
the properties. Member Gilmore requested a copy of a leasing report showing properties leased,
tenant information, rental income, etc. Mr. Flint indicated there is such a report updated monthly
and will ensure that all ARRA members receive this report. Finance Manager Nanette Banks
reported that a concerted effort has been made to bring all rent payments up to date, and there are
currently only six tenants that are in arrears.
Member Matarrese motioned for approval of the recommendation from the Executive
Director to approve the property management agreement with PM Realty Group. The
motion was seconded by Member Daysog and passed unanimously.
4. PRESENTATIONS
4 -A. Presentation regarding the Restoration Advisory Board (RAB).
Reuse Planner Elizabeth Johnson provided an overview of the two Restoration Advisory Boards —
one for the former Naval Air Station and one for the FISC Annex facility. The RAB is a
volunteer group formed and supported by the Navy to provide community input to the
environmental restoration and remediation process. The formation and operation of the RAB is
governed by Department of Defense policies and guidelines. They meet monthly, and members
include representatives from the U.S. EPA, California EPA, Department of Toxic Substances
Control and Regional Water Quality Control Board, as well as the City and APAC. The RAB
supplements the formal CERCLA requirements for public involvement.

5. ORAL REPORTS
5 -A. Oral report from APAC.
Chair Lee Perez reported that the APAC will send a report to the ARRA Board for its March
meeting regarding changes in its membership composition.
5 -B. Oral report from the Executive Director (non- discussion items).
There was no oral report from the Executive Director.
6. ORAL COMMUNICATIONS, NON - AGENDA (PUBLIC COMMENT)
(Any person may address the governing body in regard to any matter over which the
governing body has jurisdiction that is not on the agenda.)
Bill Smith spoke about the free enterprise opportunities at Alameda Point.
7. COMMUNICATIONS FROM THE GOVERNING BODY
There were no communications from the Governing Board.
