MINUTES OF THE SPECIAL MEETING OF THE
ALAMEDA REUSE AND REDEVELOPMENT AUTHORITY 2 - CJ
Tuesday, October 14, 2003
The meeting convened at 6:20 p.m. with Mayor Johnson presiding.
1. ROLL CALL

2. PUBLIC COMMENT
Jack Shepherd, Director of the Alameda Point Collaborative, addressed Items 3 -13 and 3 -C. He
stated that the LBA's were negotiated after extensive meetings with the ARRA that lasted over a
year and a half. One of the agreements was executed shortly after ARRA approval (in December
2001), but most were held until after a leasing area map was created. That process took another
year and a half. The Council approved the parcel area map on May 23, 2003, and recording took
place on October I ". The Collaborative has over $1.5 million that has been committed but cannot
be accessed until the agreements are in place. One organization, Building Futures, has $800,000
they cannot access because of these delays. All of the agreements need to be finalized so that
finnding is not lost.
Mr. Shepherd also addressed public safety issues and police calls. The number of incidents has
gone down dramatically in the last six months and will continue to do so. They have established a
good relationship with the Police and Fire Departments.
Lastly, Mr. Shepherd discussed the negotiations over the 39 units. This was part of the
negotiations that moved East Housing to West Housing so Catellus could begin their project. At
this time, because the City has had difficulty finding finnding for that project, it has been delayed.
Constriction was supposed to begin September 19, 2003. The City is proposing to renegotiate
the MOU to find the finnding. The Collaborative has a small amount of finnding for this project,
but the deadline is approaching for work to begin or else finnding will be lost. Although the
amount of money is not large ($400,000 out of a $10 -12 million project), the credibility of the
Collaborative with HUD could be impacted. The Collaborative is also very concerned that the
City negotiates directly with them and not through Operation Dignity.

matters.
