The queue at the northbound Park Street increases by 1000 feet during the morning peak hour and could extend beyond Buena Vista Avenue The project has reduced capacity at the 23rd Avenue on ramp to northbound I -880 by consolidating the ramps causing significant increase in delays The project will also add a new signal at the new consolidated on ramp creating additional delays for motorists attempting to take northbound I -880 from the cities of Alameda and Oakland Staff Comments Continued... The signalized intersections of Blanding Avenue and Clement Avenue along Park Street will have significant impacts (increase in delays and queues) due to the project Increase in queues and delays will impact emergency access along Park Street Future development along Ford Street area will adversely impact traffic access by increasing delays and queues at Ford Street and 29th Avenue intersection Traffic that currently uses 9th Street to access Miller Sweeney Bridge will be diverted to Park Street Due to a shared left turn and through lane at 23rd Ave. and 7th Street in Oakland, traffic will suffer additional increase in delays and queues for traffic from Alameda accessing 23rd Ave. on ramp to I 880 Staff Recommendations Include the following 1 to 6 mitigations in the environmental document as project mitigations 1. Provide Transit Queue Jump lanes during peak times by limiting parking from Buena Vista to the Bridge. These lanes could become exclusive transit lanes. The parking limitations will coincide with the peak direction of travel. 2. Provide full traffic signal detection at three signals (Buena Vista Avenue, Clement Avenue, and Blanding Ave.) using most up -to -date technology. 3. Modify signals and cabinets to accommodate transit queue jumps. 4. Provide appropriate signage and striping changes to implement the peak time queue jumpers /exclusive transit lanes. 5. Provide Opticom at upgraded signals (Buena Vista Ave., Clement Avenue, and Blanding Avenue) to allow transit buses to have signal priority. 6. Include transit improvements along 23rd and 29th Avenues in Oakland to improve transit access to the freeway. 7. Caltrans accident data show that southbound I -880 segment at Fruitvale Ave. off-ramp is worse than the northbound I -880 at 29th Avenue and 23rd Avenue off-ramps (current project). Southbound I 880 freeway improvements, including improved access to Fruitvale Avenue, at Fruitvale Ave. off-ramp should be pursued as a priority.
