PROPOSAL OVERVIEW
RFP Development Options
The RFP refers to options A E. We discuss these options below followed by our recommendation. We
have reviewed the NGF report and have analyzed the property extensively.
Option A
Option A retains the existing configuration of the two 18 -hole courses and a par 3 executive course.
We believe this is not a good option because the current configuration at Chuck Corica is
underutilized, and we believe it makes economic sense to close the existing Mif Albright Course.
Option B
Option 8 retains the two 18 -hole golf courses but eliminates the par 3 executive course. We believe
this is not a good option because it eliminates the executive course and excludes redeveloping the
executive course elsewhere on the property.
Option C
Option C retains the two 18 -hole golf courses, eliminates the executive course and includes a buy-out
of the restaurant concessionaire. We believe this is not a good option because it eliminates the
executive course and excludes redeveloping the executive course elsewhere on the property. We
support the idea of buying out the restaurant concessionaire.
Option D
Option D retains one 18 -hole course, a 9 -hole course, a par 3 executive course, and a buyout of the
restaurant concessionaire.
Kemper5ports is in favor of Option D because it permanently closes the Mif Albright course and it
allows for a new par 3 course to be developed. It also allows for 27 hales of full length golf, which
best suits the property and the local market demand.
Our proposal is based on Option D. We propose to close the Mif Albright course as soon as possible
and then immediately start the design process for the new executive course on the front nine of the
South Course. We propose to use available funds from the Golf Enterprise Fund to help pay for some
of the design and construction work.
PROPOSAL OVERVIEW
By starting the new executive course design in December 2069, we will have the best chance of
opening this new course next year, which is very important to our golfing customers. We will create
the design plan for the executive course (and the other improvements discussed below) with City
input and for City approval. Our preliminary design plan shown on the following page meets the
criteria of Option D.
Option E
We believe Option E makes sense over the long term because it is a natural progression from Option
D. Option E includes an innovative and creative use of the facilities, grounds and courses which will
re- position the Complex as a premier facility and island destination for recreational and open space
amenities as discussed in the NGF report. Our long term goal is to create a special experience at
CCGC similar to what is outlined in the NGF report. In the near term, the Kemper5ports' plan with
Option D will allow Option E to evolve over time and, as a result, it protects the integrity of the City's
master plan vision.

KemperSports Design and Development Plan
KemperSports proposes to negotiate an agreement with the City 'based on Option D as a near term goal and
Option E as a long term vision. We have selected several key team members who are mentioned below
followed by the highlights of our capital improvement plan that we propose to discuss with the City.

Operations Management
KemperSports will continue to operate the golf course under the leadership of Jim Stegall, Executive
Vice President Managed Properties.
Construction Management
KemperSports has an in -house golf development division that has extensive experience in the design
and development of golf courses and clubhouses. Mr. Dan Cunningham, Vice President of
Development Services will lead our team through the design and construction phases. See addition
information in Company Qualifications.
Golf Course Design
KemperSports is pleased to have Knott and Linn Golf Course Design, Mountain View, CA on our
team to provide golf course design services. Don Knott and Gary Linn have been working together
for over 31 years (including 21 years at the Robert Trent Jones II design company) and have
designed over 100 new courses around the world along with over 20 existing course renovations.
They have extensive experience working in California and the Bay Area, they know the local permit
and approval process, and will be able to help us move the design phase efficiently and practically.
They have reviewed and analyzed the Chuck Carica property and the topographical map. They have
provided preliminary design plan based on Option D that we propose to discuss with the City.

Key Elements of "Option D" Design Development Plan
Kemper5ports proposes the following key areas that would be included in the Option D design and
development plan. We will work closely with the City to ensure the final design and development plan
meets the City's short and long term objectives.
New Par 3 Course
If Kemper5ports is selected on December 11 (the operator selection date), we will immediately start
the design process for the new executive course for seniors, juniors and other interested golfers, The
course would be located within the current front nine of the South Course. This new par 3 course will
be a better golf experience than what currently exists at the Mf Albright. By starting the design
process in December, we will be in the best position to open the new course as soon as possible.
We will create the executive course design plan in consultation with the City. After the City approves
the final design plan and budget, we will manage the construction process from start to finish. We will
manage the construction process in a way that will minimize disruption to on -going play.
Please see the golf architect's rendering. By creating the new executive course within the boundaries
of the South Course, we protect the integrity of the City's master plan for the entire property.
Other Golf Course Clubhouse and Driving Range Capital Improvements
In addition to the executive course, KemperSports will discuss with the City the following additional
capital improvements:
n Create a "Signature Hole' on the North Course
c, Install a new irrigation system for the South Course (which would include the new executive
course)
o install a new irrigation pump that would service both the North and South Courses along with a
new pump house
o Dredge the sloughs that run through both courses as needed to enhance golf course drainage
o Cart path repair and some curbing
Repair and enhance drainage on both courses

o Install an electrical upgrade at the maintenance building to adequately service the new
maintenance equipment
o Install an electrical upgrade in the Cart Barn building in order to adequately charge 120 carts
o Install a washing station at the maintenance building to wash maintenance equipment and comply
with the Alameda Clean Water program
o Install a cover for the fueling station to comply with the Alameda Clean Water program
o Replace the sewer pump on the North Course restrooms
o Install new driving range netting
o Procure new driving range mats
o Repair /renovate the men's and women's restrooms in the clubhouse
o Repair the junior program office (toxic mold issue)
o Implement a tree thinning program
Environmental Elements
KemperSports will create the Option a design and development plan in the most environmentally
sound and sensitive manner possible. We will employ methods and equipment which will conserve
water and maximize efficiency. We will use environmentally sensitive equipment and install products
wherever possible that have the Energy Star seal of approval and Green Seal, certified products as
well, We will also utilize energy efficient fluorescent light bulbs wherever possible.
In the development plan, we will outline techniques to address any perceived safety concerns and we
will comply with all national safety guidelines.
Finally, the development plan will include a horticultural plan that will utilize native plants, protect
natural areas from disturbance, and maintain natural wildlife habitats.
Restaurant Buyout
Kemper5ports will assist the City in the negotiations of a buyout of its contract with the food and
beverage concessionaire.

Lease Term
Thirty (30) years or as otherwise negotiated with the City
Financing
KemperSports will meet the debt service of a prudent financing, whether operator or City provided, that
can be supported by the operating business. Furthermore, Kemper5ports takes a long term view of
realizing potential financial returns while acknowledging the near term need to make substantial
improvements to the property.
Lease Business Terms and Conditions
KemperSports will negotiate in good faith with City staff to structure a lease agreement (including annual
percentage rent payments) that is based on Option D, makes sound business sense and which
accomplishes the City's near and long term objectives. We propose to negotiate the specific lease
agreement terms after Kemper5ports and the City discuss and develop the Option D design and
development plan that the City can ultimately approve. As a result, the lease negotiation would be subject
to further due diligence and input from City staff, financing representatives and other third parties..

KemperSports was selected by the City of Portland Parks and Recreation Department to lead the
Cen dltional Use Review Process and design and build a new golf clubhouse of Heron Lakes Golf
Club which the company manages for the City of Portland. No permanent structures have been
allowed to be built within this area until recently when the Army Corps of Engineers made significant
upgrades to Colombia River Levy System. The clubhouse design process requires extensive public
involvement and we are hoping to obtain a LEED Gold Certification for the new clubhouse in 2010.

Proiect Description
KemperSports, in conjunction with Top Golf USA and the Wood Dale Park District, managed the
design and construction of the TopGolf complex that includes 78 heated and covered bays on multiple
levels, a eaf& -tzar area, conference room, private party section and retail outlet. Players tee off from a
driving bay using premium golf balls, real tees and clubs and onto a landscape dotted with targets
ranging in distance from 20 to 240 yards. The balls, containing tiny microchips personalized for each
player, provide instant feedback on distance and accuracy in terms of targets, and players are
allocated points accordingly. It's a game of strategy and precision.

Harbor Shores Golf Club, Benton Harbor, Michigan
Proiect description
KemperSports was engaged by a development division of the Whirlpool Corporation to oversee the
development of a new Jack Nicklaus designed golf course in Benton Harbor, MI. Harbor Shores was
planned to restore beauty to a pristine area of the Lake Michigan waterfront through the restoration of
Jean Klock Park, the clean up of brownfields, and the preservation of natural wetlands.
Over 80,000 tons of solid waste, building debris, and concrete have been removed from the site plus
20,000 tons of contaminated soil. The golf course is routed through and around wetlands and
navigable waterways. This routing required extensive permitting review and coordination with the
Army Corps of Engineers, National Park Service, Michigan Department of Natural Resources, and
Michigan Department of Environmental Quality. KemperSports is also responsible for managing the
construction of the clubhouse, maintenance building, comfort station, pumphouse, turnstand and thirty
miles of walking trails.

Goff Course Maintenance
KemperSports has been maintaining high quality golf courses for over 30 years including courses
hosting PGA TOUR events and USDA National Championships. Quality turf conditioning is essential
to achieving high levels of customer satisfaction and retention.
KemperSports has developed a new maintenance that includes mowing, top dressing, watering,
seeding, fertilization, aerification, disease infection, weed control, and fungicide, insecticide, and
herbicide applications. Since we started eleven months ago, we have achieved better playing
conditions as verified by our golfing customers. Moreover, we have implemented several other
improvements to the golf course maintenance grogram over the last 11 months that include:
New maintenance crew shifts to include weekends that has produced better turf conditions
for our weekend golfers
New course set -up procedures and increased mowing frequencies
New inclement weather policies for frost delays, rain, etc.
New fungicide program to prevent disease
New green improvement plan
Several capital improvement projects
We will continue to improve golf course turf conditions as we implement the capital improvements
outlined in Option Q.
Additionally, KemperSports looks forward to implementing the KemperSports' environmental golf
course maintenance program, "Green to a Tee Our goal will be to maintain the golf course in an
environmentally sound manner. In support of this initiative, we have adopted a KemperSports
environmental certification program to assure a course achieves this objective.

Kemper5ports has developed a proprietary service and training program called TrueService for all
employees. While a corporate initiative, we specifically adapt our training program to meet the culture
and management style of each individual club. TrueService means consistently going the extra mite

Our program is designed to improve and enhance staffer's communication skills with guests and staff
members. The program is administered by our operations group and involves on -going education.
The TrueService strategy is a commitment to achieving personal relationships with guests in order to

Steven H. Lesnik Is the Founder and Chairman of KemperSports and its affiliate KemperLesnik_ Mr. Lesnik founded Kern per5ports in
1978 along with the late James S. Kemper, Jr., former Chairman and Chief Executive Officer of the Kemper Insurance Company. Over
this 30 -year tenure, Mr. Lesnik has guided KemperSports to national prominence as a leader in golf course development and
management, PGA TOUR event management and integrated PR, marketing and communications.
Steven K. Skinner, Chief Executive Officer
Steven K. Skinner serves as just the second Chief Executive Officer in the 30 -year history of KemperSports. Steve was named CEO in
2008 after serving in various capacities within the organization including most recently President and Chief Operating Officer.
Throughout his tenure with KemperSports, Skinner has been charged with various assignments, including piloting the company's growth
Initiatives and project development arm as Executive Vice President of Business Development and Business Affairs.
Prior to joining the golf industry, Skinner practiced law with Mayer, Brown Platt in Chicago and served as an official in the first Hush
Administration. He earned his law degree from the University of Chicago and a Bachelor of Arts degree with honors from Lawrence
University.
Josh Lesnik, President
Josh Lesnik serves as President of KemperSports. From 1998 through 2000, Josh spearheaded the opening and the ongoing
operations of Bandon Dunes Golf Resort. Both Bandon Dunes and its sister courses, Pacific Dunes and Bandon Trails continue to
receive universal acclaim as among the finest golf courses worldwide. Golf Magazine named the three West Coast gems among the
"Best Places You Can Play," behind only Pebble Beach and Pinehurst. Mr. Lesnik also served as the pre opening and first -year
General Manager of The Glen Club, the company's Tom Fazio designed golf project in Glenview, Illinois named among the Top 10 New
Courses opened in 2001 by Sports Illustrated. During his career with KemperSports, Josh has served in operations, marketing and
business development both in the field and in the home office.

Greg Myles, Chief Financial Officer
Greg Myles is responsible for the day -to -day financial workings of the company, including systems, accounting operations and financial
reporting. Prior to joining KemperSports in 1995, Greg served as chief financial officer at the Rosenthal Group, a restaurant
management and consulting firm in Chicago. Before that, he was controller for the hospitality division at Paul Stepan and Associates, a
Chicago -based real estate development and hospitality corporation. A graduate of the University of Cincinnati, Greg began his career in
Los Angeles as corporate controller for The Hard Rack Cafe. He is a certified public accountant and earned his MBA from DePaul
University in Chicago.
Ben Blake, Executive nice President New Business Development
Ben Blake leads the KemperSports New Business Development team responsible for all new business activity for the company. Mr.
Blake was President of LinksCorp prior to joining KemperSports in early 2008. Ben has extensive operations, marketing and deal
making experience given his 30 years in the golf industry.
Jim Stegall, Executive Vice President, Managed Properties
As Executive Vice President for KemperSports, Jim Stegall oversees operations for the company's third party management portfolio. Mr.
Stegall also supports the company's business development efforts. Mr. Stegall is an 18 -year industry veteran who has held various
senior executive positions at both Troon Golf and American Golf. Prior to entering the golf industry, Mr. Stegall was a senior project
manager for Xerox Learning Systems and Learning International. Mr. Stegall is a 10 -year veteran of both the US Navy and Army
National Guard. He graduated from Merced College with a degree in Business Administration.
Mark Hoesing, Senior Vice President, Operations
Mark Hoesing is the senior operating executive based in California and is responsible for West Coast properties. Mr. Hoesing has
more than 15 years of golf industry and management experience as a general manager and regional director overseeing multiple
facilities. Mr. Hoesing served in the US Marines. Mr. Hoesing will work closely with Steve Argo who will be the primary operations
executive responsible for CCGC.
Steve Argo, Regional Director of Operations
Steve Argo is currently the General Manager for the Harding Park Golf Course, which we manage for the City of San Francisco. He is
transitioning to assume regional operations responsibility for the Company's contracts in Northern California. Mr. Argo has more than 15
years of golf industry and management experience and will be the primary operations executive responsible for the CCGC contract_

Genevieve Burke, Vice President, Marketing
Geni Burke serves as Vice President of Marketing. Ms. Burke is responsible for developing the marketing strategies and tactics at
KemperSports' golf properties. Ms. Burke oversees the regional sales and marketing staff and she pilots the development and
implementation of the company's corporate marketing strategy. Ms. Burke has more than 16 years of marketing experience in
consumer packaged goods and retail industries and has a Master of Business Administration degree from Northwestern's J.L. Kellogg
Graduate School of Management.
Amy Spittle, Western Regional Sales and Marketing Director
Amy Spittle manages overall development and implementation of sales and marketing strategies, plans and programs for KemperSports'
extensive West Coast golf course portfolio. Prior to joining KemperSports, Ms. Spittle held a variety of senior sales and marketing roles
with multiple golf management companies. Ms. Spittle will oversee the creation of the sales and marketing plan for CCGC and work
closely with the on -site director of sales and marketing in its implementation.
Toby Davis, Senior Vice President, Business Development
Toby Davis joined KemperSports in 1995 and is responsible for the company's new business development in the western United States,
which includes municipal management contracts, golf course development transactions, acquisitions and leases. He is a 1979 graduate
of Middlebury College, Middlebury, Vermont.
Dan Cunningham, Vine President, Development Services
Dan Cunningham is responsible for the company's construction management division. Mr. Cunningham and his team have extensive
golf course construction experience including working with public agencies. Mr. Cunningham's group will oversee the implementation of
Option D from design to completion.
Jon Mallory, Project Manager, Development Services
Jon Mallory has over 10 years experience in golf course and clubhouse development. Mr. Mallory was the primary manager overseeing
the design and development of the Ridge Creek Dinuba Golf Club in Dinuba, CA. Mr. Mallory has visited the Chuck Corica property and
is working with our team on preliminary design and construction plans. Mr. Mallory will be primary manager overseeing the Chuck

Susan Sommers -Evans is responsible for the company's human resources department. In this capacity, Ms. Sommers works closely

John Clark, Corporate Controller
John Clark is responsible for all financial reporting, accounting and insurance policies for our third party management contracts, Mr.
Clark was previously vice president and controller at Potbelly's, a privately held multi -state restaurant chain. For the Prairie View
contract, Mr. Clark will manage a dedicated staff accountant responsible for the accounting function at Prairie View.
Adrienne Flenfge, National Director of Vendor Partnerships
Adrienne Flentge is responsible for the company's merchandising programs. Her responsibilities include negotiating and managing the
national vendor accounts and working with each site general manager to create, implement and manage their respective merchandising
business plan.
Laura Cray, National Director of Food and Beverage
Laura Gray serves as National Director of Food and Beverage. Ms. Cray is responsible for monitoring and evaluating the food and
beverage operations at KemperSports managed facilities. She serves as an internal resource to our senior operation executives and
facility general managers in the areas of food and beverage cost control, budgeting, forecasting, labor planning, training, purchasing,

General Project Overview: Harding Park Golf Course was built in the 1920's near its more famous neighbors the Olympic Club and San Fran-
cisco Golf Club. After falling into serious disrepair over the years, the City of San Francisco decided to return Harding Park to its former glory. The
golf course was renovated and re- opened for play in August 2003. The golf course has received rave reviews and has played to capacity since
opening. The renovation was financed with a public grant. In 2005, KemperSports and the City hosted the American Express World Golf Champi-
onship at Harding Park won by Tiger Woods.
In October 2009, KemperSports and the City will hosted the Presidents Cup, a PGA Tour event, at Harding Park. This is a prestigious tournament
for the top 12 players from the US against the best 12 from the rest of the world, excluding Europe.
Scope of Services: KemperSports was selected by the City in a national RFP to provide development and pre opening consulting services and
then manage the golf course upon opening except for golf course maintenance which remains with the City's unionized workers. KemperSports
