Alameda Point RAB Meeting on April 1, 2010
Highlights and Analysis
RAB members resent: Dale Smith (Community Co- chair), George Humphreys, Joan Konrad, Jim
Leach, Kurt Peterson, Jean Sweeney, Jinn Sweeney, and Michael John Torrey; Marsha
Pendergrass facilitated the meeting, but did not act as chair.
Dot Lofstrom, the outgoing DTSC project manager for Alameda Point, introduced her
replacement: Mr. James Fyfe. They will work together for several months, and the June RAB
meeting likely will be Ms. Lofstrom's last.
The ARRA's environmental advisor, Dr. Peter Russell, was out of the country until the day after
the RAB meeting, so he prepared this month's Highlights and Analysis of the RAB meeting using
the Navy's draft minutes.
Remediation and other field work in progress:
o The Navy is nearing completion of its removal and replacement of several radioactively
contaminated storm drain lines originating at Buildings 5 and 400, which discharge into
Seaplane Lagoon. This work must be completed before cleanup of contaminated
sediment in Seaplane Lagoon begins.
o Active subsurface groundwater treatment is complete at IR Sites 14 and 27, along the
Oakland Inner Harbor in Northwest Territories and just north of Pier 1, respectively.
Both sites are being monitored to verify treatment effectiveness.
o The air sparge /vapor extraction system to treat groundwater contaminated with
benzene and naphthalene at Alameda Point OU-5 and FISCA IR Site 2 is operating.
o The petroleum- contaminated groundwater treatment operation near the Atlantic
Avenue entrance is continuing.
o In April, the Navy plans to conduct pre dredge sediment sampling of the Seaplane
Lagoon in preparation for its remediation. In conjunction with this sampling, sediment
samples will be collected near storm drain outfails into Seaplane Lagoon and Oakland
Inner Harbor that drain the vicinity of Buildings 5 and 400. These samples will be
analyzed for radiological contamination to further evaluate the impacts of former
operations in these two buildings.
Operable Unit 213 Feasibility Study
In May, the Navy plans to issue a revised draft Feasibility Study (FS) for Operable Unit (OU) 2B,
which is an area between the Atlantic Avenue entrance to the former base and Seaplane
Lagoon and includes Building 360. The Navy reviewed the spectrum of remedial approaches it is
considering and its approach to evaluating the alternatives. The FS evaluation will inform the

Proposed Plan, which is the tentative remedy selection that is presented to the public. Because
contamination at OU -213 primarily affects groundwater, most of the revised draft FS will deal
with solvent -in- groundwater treatment technologies. Active remediation technologies that
have already been used successfully at Alameda Point include, six -phase heating, soil vapor
extraction (SVE), in -situ chemical oxidation (ISCO), biosparging, and combinations of these.
Concurrent with the CERCLA decision making process for OU -213, the Strategic Environmental
Research and Development Program, or SERDP-- --the DoD's environmental science and
technology program, is conducting a field research program on Plume 4 -1, the more northerly
of the two primary groundwater solvent plumes at OU -213. In addition to providing valuable
information for selecting and designing the remediation approach for OU -2B's groundwater,
this two -year research effort is expected to advance the state of the art for the environmental
cleanups everywhere.
