All rooms in which food or beverages are served must be provided with artificial light sources equivalent to at least five- tenths (5/10) foot candle light On a vertical plane at a distance of five (5) feet from the floor as meas- ured by a standard light meter; and such artificial light sources must be in use except when equiva- lent natural light is present. See. 12-592. Lighting Where Food and Beverages Stored or Prepared. All rooms in which food is stored or prepared, or in which utensils are washed, must be provided with arti- ficial light sources equivalent to at least ten (10) feet candle light at a distance of thirty (30) inches from the floor or working surface as measured by a standard light meter; and such artificial light sources must be in use except when equiva- lent natural light is Present. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA as follows: SECTION 1. Subdivison (b) of Section 15 -611 of the Alameda Municipal Code is hereby amended to read as follows: (b) Garbage. The term "Garbage," when used hereinafter, shall be applied to and be construed to 'mean animal and vegetable waste resulting from the preparation, han- dling, cooking and consumption of foods. It is composed largely of organic matter and its natural moisture content: The term does not include,' within its meaning, food processing wastes from canneries, slaughter houses, packing plants or similar industries, nor large quantities of condemned food products. Garbage originates primarily in kitchens, stores, markets; restaurants, hotels and other ' places - where food is stored, cooked, or consumed. SECTION 2. That Section 15 -612 of the Alameda Municipal Code be, and is hereby, amended to read as follows: Section 15 -612. Deposit of Glass, Etc., Upon Street or Private Premises, .or in Sew - er, Etc., Prohibited. No person shall, in the City of Alameda, throw into or deposit up- on any public street, highway or grounds, or upon any private premises, or anywhere except in such places as may be designated for that purpose by the Superintendent of Streets, or provided by ordinance, any glass, broken ware, dirt; rubbish, broken ice, brine, salt, garbage or filth or suffer or permit the same to be deposited thereon. No person shall empty or throw or deposit in any cesspool or manhole or flushing hole of any sewer any glass, broken ware, hay, straw, dirt, rubbish, filth, butchers' offal or blood. (a) Garbage may be deposited into the sewer systems through a mechanically op- erated disposal device under the following conditions: 1. The garbage disposal device must be attached to the sewer in accordance with the Plumbing Code of the City and installed in a manner satisfactory to the Plumbing Inspector. 2. The device must be capable of grind - ing,the garbage simultaneously with a flow of water of not less than two (2) gallons per minute, or in such additional quantity as is necessary to cause the ground garbage to flow readily through the sewer system. The garbage shall be ground to the point where it is capable of meeting the follow- ing requirements: At least 40% shall pass a No. 8 sieve. At least 65% shall pass a No. 3 sieve. At least 100% shall pass a 1 `2 1, sieve. Sieves shall be U. S. standard. 3. The use of garbage grinders for the purpose: of preparing garbage for deposit into the sewer system shall be limited to: (a) Family homes and dwelling units. (b) Restaurants, hotels and establish - ments where food or drink is pre - pared and consumed on the prem- ises. SECTION 3.
