Ordinance 1118Ordinance No. 1118 New Series AN ORDINANCE CREATING AN AD- VISORY HEALTH BOARD, PRO- VIDING FOR THE APPOINTMENT OF THE MEMBERS THEREOF, AND PRESCRIBING THE POWERS AND DUTIES OF SAID BOARD BE IT ORDAINED BY THE COUN- CIL OF THE CITY OF ALAMEDA as follows Section 1. There is hereby created a board which shall be known as the Advisory Health Board of the City of Alameda. Section 2. The Advisory health Board shall consist of seven (7) mem- bers, not more than two (2) of whom shall be regularly licensed physicians who shall have practiced within the City of Alameda for at least five (5) years, and one (1) of whom shall be a regularly licensed dentist who shall have practiced within the City of Alameda for at least five (5) years. All members shall be required to meet the qualifications established for mem- bcrship on City board;, shall be nom- inated by the Mayor and appointed by the City Council. The members of the Board shall first be appointed in the following manner: One for a term of one (1) year, two for a term of two (2) years, two for a term of three (3) years, and two for a term of four (4) years, or until the successor or successors of such appointees shall be appointed and qualified. Appoint- ment for the respective terms shall be determined by the City Council by lot. Thereafter, members of the Board shall be appointed for terms of four years, or until their successors are appointed and qualified. All terms shall begin on the 1st day of July. Members may be removed from the Board by a vote of four (4) members of the City Council. No member shall serve more than two (2) consecutive terms. Vacancies in the membership of the Board shall be filled for the un- expired term. The vote of four (4) members of the Board shall be neces- sary for any act of or by the Board. Section 3. The Advisory Health Board shall have the power and it shall be its duty to (1) Advise with the City Council on policies of general health ratters of the City. (2) To investigate and recommend to the Council, on all matters and things which shall promote the gen- eral health of the City. All recom- mendations of the Board shall be made and submitted in writing. (3) To hold hearings and to do any and all things necessary to fully in- form itself with respect to the health needs of the City. (4) To adopt rules and regulations for the administration of the affairs of the Board. (5) To select from its membership a Chairman and a Vice - Chairman, who shall serve in such office for a term of one (1) year, or until their suc- cessors are elected and qualified. The Health Officer of the City of Alameda shall be ex- officio Secretary of the Board. (6) To hold meetings for the trans- action of its business at such times as it may prescribe by its rules. Section 4. This ordinance shall be in full force and effect from and after the expiration of thirty (30) days from the date of its final passage. S.
