BE IT ORDAINED BY THE
COUNCIL OF THE CITY OF ALA -
MEDA:
Section 1. Article 1, Chapter 3,
Title II of the Alameda Municipal
Code is hereby amended by adding
Sections 2 -311 through 2 -314 thereto
to read as follows:
Article I. City Recreation
Commission
Sec. 2 -311. Commission Created —
Purpose. There is hereby created
a commission which shall be known
as the Recreation Commission of
the City of Alameda, whose pur-
pose shall be to advise, coordinate
and give guidance to the acquisi-
tion, development, maintenance and
operation of parks, playgrounds,
golf courses and other recreational
facilities in the City for the pro-
motion of a sound program of com-
munity recreation and avocational
activities, using to the greatest
practicable extent the land, equip-
ment and personnel of the City of
Alameda and of the Alameda Uni-
fied School District.
Sec. 2 -312, Membership— Appoint-
ment— Removal. Said Commission
shall consist of seven (7) regular
members, and two (2) ex officio
members who shall be the City
Manager of the City of Alameda
and the Superintendent of Schools
of the Alameda Unified School Dis-
trict. The ex officio members shall
not be entitled to vote at any
meetings or other proceedings.
Of the seven regular members,
one shall be nominated by the
Board of Education of the Alameda
Unified School District, and the re-
maining six shall be nominated by
the Mayor. The Council shall ap-
point all regular members. The
term of regular members shall be
for three (3) years and thereafter
until the successor of such mem-
ber is appointed and qualified, and
all terms shall begin on the first
day of October. A vacancy in the
office of a regular member shall be
filled for the unexpired term by a
nomination and appointment in the
manner hereinabove set forth.
A regular member may be re-
moved by the vote of four members
of the City Council.
See. 2 -313. Qualification- Voting.
All members of said Commission
shall, at the time of their appoint-
ment and continuously during their
incumbency, be residents of the
City. The vote of four regular mem-
bers shall be necessary for any act
of or by the Commission.
Sec. 2 -314. Duties of Commission.
The Commission shall have the
power and it shall be its duty to:
(1) Advise the Director of Recrea-
tion and Parks, the City Coun-
cil and the Board of Education
on all matters pertaining to the
establishment and operation of
community recreation programs,
activities and facilities.
(2) Advise the City Council and
the Director of Recreation and
Parks on all matters concerning
operational policies of the Ala-
meda Municipal Golf Courses
and such other golf facilities as
may be established by or under
control of the City, and to hold
hearings and do all things nec-
essary to inform itself with re-
spect to the promotion and suc-
cessful operation of said courses
or facilities, and of other City
recreational activities.
(3) Adopt rules for the proper con-
duct of its affairs.
(4) Hold regular meetings for the
transaction of its business once
each month on a day provided
for in its rules, and special
meetings at such other times as
may be appropriate.
(5) Establish necessary or proper
regulations and rules to carry
out the provisions of this Ar-
ticle including, but not limited
to, the establishment of rates,
fees and charges in connection
with the use of facilities or par -
ticipation in recreational pro-
grams. Provided, however, that
fees for play upon golf courses
shall be established by the City
Council.
(6) Select from its regular mem-
bership a Chairman and a Vice
Chairman, who shall serve in
such office for a term of one
year commencing the first day
of October, and until their suc-
cessors are selected and quali-
fied. The Director of Recrea-
tion and Parks shall serve as
Secretary to the Commission.
Section 2. Of the first seven reg-
ular members of said Commission
appointed by the Council, two shall
be appointed for a period of one
Year, two shall be appointed for a
period of two years, and three shall
be appointed for a period of three
Tears, all commencing October 1,
1967. Thereafter appointments shall
be made as provided for in Section
2 -312 of Section I of this ordinance.
Section 3. Ordinance Nos. 1138
N.S. and 1443 N.S. are hereby re-
pealed.
Section 4. This ordinance shall be
in full force and effect on October
1, 1967.

AYES: Councilmen Bartley, Fore,
Levy and President McCall (4).
NOES: None.
ABSENT: Councilman La Croix,
Jr. (1).
