An ordinance amending article 1 chapter 1 title 2 of the alameda municipal code relating to city council meetings and procedure
for each regular meeting, the

Clerk, Cny Attorney, City Engi-
neer and City Manager shalt as-
semble in the Council Chamber.
Thereupon,:. business shall be
taken - up for consideration: and
disposition in the following order:
1. Roll Call
2. Approving the Journal
of Proceedings
3. Written Communications
4, Oral Communications, Agenda
-5. Formal Hearings
6. Reports and Recommendations
7. Unfinished Business
8. New Business
9. Resolutions
10. Introduction of Ordinances
11. Ordinances for Passage
12. Payment of Sills
13. Oral Communications, General
14. Filing
15. Adjournment
The foregoing order of business
may be suspended at any Council
meeting by a majority vote of
the members in attendance.
A true copy of the minutes of
proceedings of regular and special
meetings not theretofore ap-
pro- ed, as the same shall be
entered in the journal of pro-
ceedings, shall be mailed by the
City Clerk to each Councilman
at least 24 hours before regular
meetings. Unless otherwise
ordered by the Council, the
minutes of meetings may be ap-
proved without a reading of the
same,
See. 2-117. Rules of Order. The
following definitions and rules
shall govern the proceedings and
order of business of the Coun-
cil:
1. Under the item of business
entitled, "Written Communica-
tions," the Council may consider
and dispose of the matter raised
by any such writing, and may
permit the writer thereof, or his
authorized representative, to ad-
dress the Council on such matter.
2. Under the item of business
entitled, "Oral .Communications,
Agenda, any interested person
or his authorized representative
may address the Council re-
specting any item of business on
the formal agenda, and the pre-
siding officer shall limit the oral
remarks of such person to such
item.
3. Formal Hearings shall con-
sist of appeals, protests or peti-
tions ,relating to zoning, sub-
divisions, or , street or improve-
ment proceedings over which the
Council has jurisdiction, and of
such other matters as the Council
may deem necessary or desirable
to schedule for such a Hearing.
4. Ordinances for Introduction
listed on the agenda shall be
acted upon and introduced by
usual motion and .vote thereon,
provided, however, that nothing
herein shall be deemed to re-
strict the right of any member
Posed legislation without necessity;
of such motion and 'vote.
An ordinance may:''. be intro-
duced by reading its title only,
and :a copy thereof; shall be
delivered to each member of the
Council prior to its final : passage,
Delivery may be made by leaving
such copy < with a Councilman
Personally, or at the :place
designated by him for :leaving
notices pursuant to Section 3-7
(b) of the charter of:: the ..City,
or by depositing such copy in
the United States r Post Office,
enclosed in a sealed envelope;
with postage thereon prepaid ad-
dressed to him at his .residence,
5. Under the item of business
entitled, "Oral Communications;
General," any person - , may -': ad-
dress the Council in _ regard - to
any matter over which the Coun-
cil has jurisdiction or of `which
it may take cognizance.
6. The presiding officer, and
the members of the Council shall
have the right to restrict , the
length of time taken by any
Person addressing the Council
under this section, and the right
to deny the privilege of the floor
to any person failing to conduct
himself with proper: decorum.
7. In all matters and things not
otherwise provided for - herein,
the proceedings of the Council
shall be governed according to
"Robert's Rules of Order."
Sec. .2 -118. Other - Procedures.
The Council may adopt such other
rules or by -laws for the conduct
and control of its procedures as
are not inconsistent with this
Chapter or the Charter of the
City.
Section 2. This ordinance shall be
in full force and effect , from and
after the expiration of thirty .:(30)
days from the date of its final
passage.
