AMENDING THE ALAMEDA MU-
NICIPAL CODE BY AMENDING SEG
TION 14 -4115 THEREOF, RELATING
TO THE REGULATION OF GASOLINE,
BENZINE, AND FLAMMABLE LIQUID
DISPENSING DEVICES.
BE IT ORDAINED BY THE COUNCIL
OF THE CITY OF ALAMEDA that
Section 1. Section 14-4115 of
the Alameda Municipal Code
is hereby amended to read as
follows;
Sec. 14 -4115. Regulating O1>er-
at1ort of Gasoline,Benzrne an-i
Fia.+xtmable L i q u i d: Dispensing
Devices. Gasoline, benzine and
other flammable liquids, arti-
cles and products mentioned
in Section 14-411 shall be de-
livered only from pumps or
other dispensing devices which
have been "'approved by the
Chief of the Fire Department.
Each automotive fuel service
station open and catering to
the public.: shall have a regu-
lar.attendant or supervisor on
duty continuously thereat dur-
ing all times such station is
open for the sale or dispens-
ing of such liquids, articles
and products.
Approved special type dis-
pensers or dispensing devices,
such as remote preset types,
art, permitted at such service
stations; provided, however
that the dispensing of Class I
flammable : liquid into any
kind of portable container is
pprohibited at any service sta-
tion: at which such special
type dispen ers or tii pensing de-
vices arc used.
This section . snail _ authorize
and permit the operation of
self- service: type autolr>otive
fuel service stations, .providing
all the requirements Or : the-

such operations are adhered

This section shall also au-
thorize and permit the opera -
tion of both self - service type
dispensing type dispensing regular full -
Class� 1 tyflammablelsiliquids
within an automotive service
station. Such : dual dispensing
operations (self-service and
regular full- service) may be
permitted, provided that
(a) The self- service dispens-
ing of Class :I liquids is under
the continuous and constant
observation and control of a
competent attendant at all
times:
(b) The self- service attend-
ant shall operate independently
from the responsibilities of
the regularly assigned full -
service attendant. The full-
service attendant likewise
shall not share or assume the
observation and control re-
,r;ponsibilities of the self-serv-
ice dispe nsingattendant;
(c) The self-service attend-
ant shall at all times remain
within thirty (30) feet of such
self-service dispensing opera-
tions; or when approved spe-
cial remote controlled devices
are used. the self- service at-
tendant shall control these
remote devices at a distance
of not more than one hundred
(1O0) feet from the furthest
dispensing operations. In no
case shah one (1) self- service
attendant be in the required
control of more than six (6)
dispensing operations simul-
taneously;
(d) Where remote controls
are rovided. there shall be
an pproved- communications
system installed between all
pump islands and the control,
ce-nter. The commu-rileations from
'dispensing pumps to the self-
service :attendant shall be at
a level so that the : customer
can be heard distinctly at all
times during the dispensing
operation;
(e) There shall be an unob-
structed view of the self -serv-
ice dispensing operation by
the s elf - service attendant.
Displays, signs, or other ob.
structions interfering with his
view are prohibited;
(f) When the dispensing of
Class I liquids at a dual dis-
pensing type service station is
available and open to the pub-
lic, and dispensing operations
may be done by a person
other than the regular full -
service attendant. all station
dispensing nozzles shall be a
U.L. listed automatic- closing
type without a latch -open de-
(g) Remote control devices
and/or self- service dispensing
units shall be in an •,OFF
position while not in use and
must be activated by the self -
service attendant prior to pub-
lic use. Emergency controls
shall be installed at an app -
roved location, and shall be
not more than one hundred
(100) feet from dispensers;
(h) No person other than a
licensed vehicle operator may
handle Claws I liquid dispens-
ing equipment, . and instruc-
tions for the operation of dis-
pensers shall be conspicuously
posted:

(1) Dual type dispensing au-
tomotive service stations shall
require .a permit which shall
be issued by the Chief of the
Fire Department. Such a
permit shall be issued: if the
intended . dual operation con-
forms - to all : applicable re-
quirements as : specified by
the Chief of the Fire De-
partment.
This section does not author-
ize nor permit coin-operated
or card - operated devices from
which Class I flammable liq-
uid isdispensed.
Section 2. This ordinance
shall be in full force and
effect from and after the ex-
ppiration of . thirty (30) days
from the date of its final
pass e.
