AMENDING THE ALAMEDA
MUNICIPAL CODE BY ADDING ARTICLE 2 TO CHAPTER 3, TITLE 11,
THERETO, CONSISTING OF SECTIONS 2 -321 THROUGH 2 -324, ESTABLISHING GOLF COMMISSION
AND PRESCRIBING MEMBERSHIP
AND DUTIES OF SAID COMMISSION
BE I,T ORDAINED BY THE COUNCILOFTHE CITY OF ALAMEDA that:
Section 1. Article 2, Chapter 3, Title 11,
consisting of Sections 2 -321, 2 -323 and
2 -324, is hereby added to the Alameda
Municipal Code to read:
ARTICLE 2.
CITY GOLF COMMISSION
Sec. 2 -321. Commission Created —
Composition. There is hereby es-
tablished a commission which shall
be known as the Golf Commission of
the City of Alameda, which shall con-
sist of five (5) regular members and
two (2) ex- officio members. The five
(5) regular members shal I at the time
of their appointment and can -
ttnuousIv during incumbency be
electors of the City; they shall be
nominated by the Mayor and ap-
pointed by the City Council. The two
(2) ex- officio members shall be in-
cumbent Councilmen, appointed by
and serve at the pleasure of the City
Council; such ex- officio members
shall have full rights of participation
in the business of the Commission ex-
cept the right to vote.
Sec. 2 -322. Membership — Ap-
pointment — Removal. The five (5)
regular members of said Commis-
sion shall first be appointed in this
manner: One for a term of one (1)
Year; onefora term of two (2) years;
two for a term of three (3) years; one
for a term of four (4) years; or until
the successor of any appointee shall
be appointed and shall have
qualified. The City Council shall
designate which of sold first
members shall serve for the original
terms designated. All such tecm,s
shall beain on October 1, 1973.
Thereafter members shall be ap-
pointed for terms of four (4) years,or
until their succ #ssors are appointed
andaualtfied.
Regular members may be
removed from the Commission by
the affirmative vote of four (4)
members of the City Counc i 1.
Sec. 2 -323. Voting. The votes of
three (3) regular members of said
Commission shall be necessary for
any action fhereof.
Sec. 2 -324. Commission Powers,
Duties. The Golf Commission shall
have the power and it shat I be Its duty
to:
(1) Advise the City Council on all
matters concerning operational
policies of the Alameda
Municipal Golf Courses and such
other golf facilities as maybe es-
tablished by or under control of
the City, and to hold hearings,
investigate and do all other
things necessary to inform itself
with respect to the promotion and
successful operation of sai4
Course,or facilities. In this con-
nection it may consult and dis-
cuss with, and advise, the Golf
Professional and the Golf Course
Superintendent respecting
course operations and opera-
tional policies, subject to the ad-
ministrative duties of the City
Manager as set forth in Charter
Section 7-20).
(2) Make recommendations and ad-
vise the City Council and other
affected City Departments in
writing with respect to the mat-
ters designated above.
(3) Establish necessary regulations
and rules to carry out the
provisions of this Article, and for
the proper administration of the
affairs of the Commission;
Provided, however, that fees for
play upon said Courses shall be
established by action of the City
Council.
(4) Select from its regular mem-
bership, a Chairman, a Vice -
Chairman and a Secretary, each
of whom shall serve in such of-
fices foraterm of one (1) year, or
until their successors are
selected.
(5) Hold meetings for the transaction
of its business at such times and
places as it may fix by its
rules.
Section 2. The provisions of this or-
dinance shall take precedence, and be
controlling, over any provisions con-
tained in Article 1 of this Chapter 3,
which establishes and sets forth the du-
ties of the Recreation Commission, in-
sofar as the latter conflict with this or-
dinance.
Section 3. This ordinance shall be In
full force and effect from and after the
expiration of thirty (30) days from the
date of its fina I passage.
