ESTABLISHING THE COMMUNITY
RELATIONS COMMISSION AND
PRESCRIBING' MEMBERSHIP AND
DUTIES OF SAID COMMISSION
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA:
Article 1. Intent.
Section 1. Intent. It is the intent of the
City Council in enacting this Chapter to
create an environment which will en-
courage and bring about mutual under-
standing, respect and good will among
groups of people in the community.
Article 2.
Creation of Community
- Relations Commission
Section 2.
(a) Board Established. There is
hereby created a Community Rela-
tions Commission consisting of
seven (7) members, all of whom
shall be, at the time of appointment
and during incumbency, residents
of the City of Alameda.
(b) Term Of Office. The members
of the Commission shall be first ap-
Pointed in this manner: One for a
term of one year; two for a term of
two years; two for a term of three
years; and two for a term of four
years; or until the successor of any
appointee shall be appointed and
qualified. The City Council shall
designate which of said first
members shall serve for the
original terms. All such terms shall
commence on November 1, 1974.
Thereafter members shall be ap-
Pointed for terms of four years or
until their successors are appointed
and qualified.
Any member may be removed
from the Commission by the affir-
mative vote of three members of
the City Council.
(c) Meetings. The Commission
shall meet at least once monthly at
such time and place within the City
as it may by rule provide. The
Commission shall select from its
membership a Chairman and Vice -
Chairman who shall each serve for
one year terms or until successors
are appointed.
(d) The City Manager, or his
designate, shall be the Commis-
sion's Secretary, and shall cause
minutes and records of the Com-
mission's meetings to be kept as
well as provide other staff assis-
tance as appropriate to the Com-
mission.
(e) Four members of the Com-
mission shall constitute a quorum
for the transaction of its business.
The Commission shall adopt such
rules and procedures for the tran-
saction of its duties and business as
it may deem necessary, desirable
or appropriate.
(f) Compensation. The members
of the Commission shall receive no
compensation.
Article 3. Function and Duties
Section 3. Functions And Duties. The
Community Relations Commission
shall serve as an advisory commission
to the City Council. It shall have as its
functions and duties, the following:
(a) General.
(1) Foster mutual understanding,
respect and good will among com-
munity groups.
(2) Discourage and prevent
discriminatory practices among or
re erring em o any pu c or
Private agency which provides such
services.
(2) To meet the intent of
paragraph (b) (1), develop and
maintain an inventory of all public
and private agencies which provide
social services to the residents of
the City.
(3) To accomplish the duties
outlined in paragraphs (b) (1) and
(b) (2), serve as the City's liaison
with Alameda County for those
applicable referral and inventory
Programs undertaken by that en-
tity.
(4) Cooperate with governmental
and non - governmental agencies
and organizations having similar
functions.
(5) At regular intervals, report on
its activities to the City Council.
(6) Perform other related duties
as directed by the City Council.
Article4. Special Provisions
Section 4.
(a) Trial Period. It is the City
Council's intent that this ordinance
be given a two year trial period.
This ordinance shall be effective
for two years from the date of
enactment and be of no force and
effect thereafter except that if
reenacted the terms of office of the
Commissioners shall continue as if
appointed under this ordinance.
(b) Severability. If any
provisions of this ordinance or the
application thereof to any person or
circumstance is held invalid, such
invalidity shall not affect other
provisions or applications, and to
this end the provisions of this or-
dinance are declared to be severa-
ble.
(c) In the event that any member
shall, without reasonable excuse,
absent himself from three (3) or
more consecutive regular meetings
of the Commission extending over a
period of not less than thirty (30)
days, his office shall be vacant.
Section 5. This ordinance shall be in
full force and effect from and after the
expiration of thirty (30) days from the
date of its final passage.
