EXTENDING THE LIFE OF THE COMMUNITY RELATIONS
COMMISSION (EMERGENCY LEGISLATION)
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA that:
Section 1. Article 4, section 4, subsection (a) of
Ordinance No. 1733 N.S. is hereby amended as follows:
(a) Trial Period. It is the City Council's intent
that this ordinance be given a thirty -six (36)
month trial period. This ordinance shall be
effective for thirty-six months from the date of
enactment and be of no force and effect thereafter
except that if reenacted the terms of office of the
Commissioners shall continue as if appointed under
this ordinance.
Section 2. This ordinance is one of great necessity and
urgency within the meaning of Section 3.12 of the City Charter,
is introduced and passed at the same Council meeting and shall
become effective on October 6, 1976.
Section 3. The facts constituting the necessity and
urgency hereof are:
(1) That the public health, safety and welfare, to wit:
the social well being of the citizens of the City of
Alameda would not be adequately considered if the
Commission's life were to expire before the Council
hal the opportunity to evaluate the effectiveness
of the Commission in con3idering social problems
exLsting within the City.
(2,' That the Community Relations Commission will go out
of existance on October 31, 1976.

That due to scheduling problems, the likelihood of
the City Council meeting with the Community Relation:
Commission in joint session to discuss the issue of
continuing, merging or terminating the Commission
before the expiration date of the Commission is
unlikely.
(4)
That the normal procedure for introduction, hearing
and passage of an ordinance pursuant to Section 3.12
of the Charter of the City of Alameda would not be
timely.
(5)
This Council hereby finds, determines and declares
that it is in the best public interest and necessity

ABSENT: None.
