AMENDING THE ALAMEDA MUNICIPAL CODE BY ADDING
ARTICLE 5 TO CHAPTER 3 OF TITLE II THEREOF,
PRESCRIBING MEMBERSHIP AND DUTIES OF THE SOCIAL
SERVICE HUMAN RELATIONS BOARD
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA that:
Section 1 . The Alameda Municipal Code is hereby amended
by adding Article 5 to Chapter 3 of Title II thereof, consisting
of Sections 2 -351 through 2 -355, to read as follows:
Article 5 Social Service Human Relations Board
Sec. 2 -351 Intent It is the intent of the City
Council in enacting this Article to create an environment
which will encourage and bring about mutual understanding,
respect and good will among groups of people in the
community and to improve social services in the community.
Sec. 2 -3 52. Purpose The purpose of this Article
is to implement Section 15 -1 of the City Charter.
Sec. 2 -353 Membership - Appointment. The nine (9)
regular members of the Board shall first be appointed in
this manner: Two for a term of one (1) year; two for a
term of two years; two for a term of three (3) years;
three for a team of four (4) years; or until the successor
of any appointee shall be appointed and shall have
qualified. The City shall designate which of said
appointees shall serve for the original terms designated.

All such terms shall begin on Tuly 1, 1977. Thereafter
members shall be appointed for terms of four (4) years,
or until their successors are appointed and qualified.
Sec. 3 -354 Meetings The Board shall meet at
]east once monthly at such time and place within the
City as it may by rule provide.
Sec. 3-355 Functions The Social Service Human
Relations Board shall serve as an advisory board to the
City Council. It shall have as its functions the following:
(a) To encourage the formation of private social
welfare organizations to meet needs not already pro-
vided for and to foster all worthy philanthropic
enterprises;
(b) To foster mutual understanding, respect,
equality and good will among community groups;
(c) To facilitate the provisions of social
services in the community by informing private agencies
of needs and of areas of duplication of effort. To
this end, the Board shall continue to coordinate the
Holiday Clearing Bureau, and to serve as Trustee for
the Summer Campership Program;
(d) To disseminate information concerning the
programs and functions of social service and regulatory
agencies and to refer persons to the agencies which can
best meet the needs of those persons;
(e) To assess and report to the City Council the
social service needs of the people and the methods

of meeting those needs; and
(f) To adopt a plan for the performance of the
above listed functions with the advice and consent of
the City Council. It is the intent of this ordinance
that the City Council and Board will meet at least
once a year to review the plan.
The Board shall not investigate the actions or
proceedings of other City or County agencies or make
findings of fact concerning actions taken or deter-
minations made or proposed by such agencies.
Section 2 Special Provisions Members of the Social
Service Board and Community Relations Commission not appointed
to the Social Service Human Relations Board hereunder may be
appointed to said Board as extra regular members until such time
as resignations, removals or non - reappointments reduce membership
to nine (9) members.
Section 3 . Ordinances No. 1733 N.S., 1830 N.S. and
1840 N.S. be and the same hereby are repealed.
Section 4 . This ordinance shall be in full force and
