AMENDING THE ALAMEDA MUNICIPAL CODE BY ADDING
SECTION 4 -323 THERETO RELATING TO POSTING OF
BOAT SPEED SIGNS
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA that:
Section 1 . Article 2 of Chapter 3, Title IV of the Alameda
Municipal Code is hereby amended by adding Section 4 -323 thereto
to read as follows:
Sec. 4 -323 Boat Speed to be Posted Signs exhibiting
the speed limit of five (5) miles per hour for any power
boats operating in the channel between Ballena Bay Island
and the mainland of the City of Alameda shall be erected,
pursuant to Section 267 of the California Boating Law and
Section 7003 of the State Department of Navigation and
Ocean Development regulations, at the following designated
locations:
(1) West end of channel at 37 46' 7" north
latitude and 122 17' 14" west longitude.
(2) East end of channel at 37° 46' 3" north
latitude and 122 17' 00" west, longitude.
Section 2 . This ordinance is one of great necessity and
urgency within the meaning of Section 3 -12 of the City Charter,
is introduced and passed at the same Council meeting and shall
become effective on September 7, 1977.
Section 3 . The facts constituting the necessity and
urgency hereof are:

1. That traffic regulations are essential for the orderly
flow and control of traffic within the city limits of Alameda.
2. That such regulations should necessarily be immediately
effective on passage to insure that maximum preservation of public
welfare is obtained.
3. That a potential health and safety problem will exist
if such amendment is not immediately effective.
4. That, in light of such potential health and safety
problems involved, the normal delay between enactment of this
ordinance and its effective date would be injurious.
5. This Council hereby finds, determines and declares
that it is in the best interest and necessity that this ordinance
be introduced and passed at the regular meeting of the City
Council held September 6, 1977, and that this ordinance become
f and be in full force and effect September 7, 1977.

Alameda in regular meeting assembled on the 6th day of September, 1977,
by the following vote, to wit:
AYES: Councilmen Diament, Sherratt, Tillman and President
Corica, (4).
NOES: None.
ABSENT: Councilman Beckam, (1).
