AMENDING THE ALAMEDA MUNICIPAL CODE BY AMENDING
SECTION 17 -137 OF ARTICLE 3, CHAPTER l,TITLE XVII
THEREOF, AUTHORIZING CIVILIAN POLICE EMPLOYEES TO
ISSUE CITATIONS AND ENFORCE PROVISIONS OF THE
ALAMEDA MUNICIPAL CODE AND THE CALIFORNIA VEHICLE
CODE RELATING TO STOPPING OF VEHICLES IN NO STOPPING
ZONES IN THE CITY OF ALAMEDA
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA that:
Section 1 . The Alameda Municipal Code is hereby amended
by amending Section 17 -137 of Article 3, Chapter 1, Title XVII
thereof, to read:
Sec. 17 -137 The terms "police officer" or "officer ",
when used in this Title, shall include regularly employed
non -sworn salaried employees of the Alameda Police Depart-
ment designated by the Chief of Police to enforce those
sections of the Vehicle Code of the State of California
which permit enforcement by employees and those sections
of the Alameda Municipal Code regulating, and authorizing
persons to regulate the stopping, standing or parking of
vehicles and the operation of bicycles in the City of
Alameda. Employees so designated by the Chief of Police
are designated by the City Council to enforce such
regulations.
Section 2 . This ordinance is one of great necessity and
urgency within the meaning of Section 3 -12 of the City Charter,

is introduced and passed at the same Council meeting and shall
become effective on November 16, 1977.
Section 3 . The facts constituting the necessity and
urgency here are:
1. That traffic regulations are essential for the
orderly flow and control of traffic within the City.
2. That such regulations should necessarily be immediately
effective on passage to insure that maximum preservation of
public welfare is obtained.
3. That a potential health and safety problem will exist
if such amendments are not immediately effective.
4. That, in light of such potential health and safety
problems involved, the normal delay between enactment of this
ordinance and its effective date would be injurious.
5. This Council hereby finds, determines and declares
that it is in the best interest and necessity that this
ordinance be introduced and passed at the regular meeting of the
City Council held November 15, 1977, and that this ordinance
become and be in full force and effect November 16, 1977.

duly and regularly adopted and passed by the Council of the City of Alameda
in regular meeting assembled on the 15th day of November, 1977, by the following
vote, to wit:
AYES: Councilmen Beckam, Diament, Tillman and President Corica, (4).
NOES: None,
ABSENT: Councilman Sherratt, (1).
