AMENDING CERTAIN PORTIONS OF THE ALAMEDA MUNICIPAL
CODE RELATING TO TRAFFIC REGULATIONS
BE IT ORDAINED BY TIN, COUNCIL OF THE CITY OF ALAMEDA that:
Section 1 Section 17 -342 (Two -Hour Parking Limit) of the
Alameda Municipal Code is hereby amended by amending subsection
(13) thereof, to read as follows:
(13) Park Street, on the easterly side thereof,
between the northerly line of Buena Vista Avenue and
the southerly line of Blanding Avenue: and on the
westerly side of Park Street between a point 115 feet
south of the southerly line of Eagle Avenue and the
southerly line of Blanding Avenue.
Section 2 Section 17 -344.1 (Twenty -four Minute Parking
Limit) of the Alameda Municipal Code is hereby amended by adding
subsection (25) thereto, to read as fall ows:
(25) Park Street (Eagle Avenue to Buena Vista
Avenue), commencing at a point in the
(a) West curb line of Park Street, 115 feet
southerly from the south line of Eagle Avenue
and running thence southerly 57 feet.
Section 3 Section 17 -312 (Standing for Loading Only in
Certain Places) of the Alameda Municipal Code is hereby amended,
to read as Follows:

Sec. 17 -312 Standing for Loading Only in Certain
Places.
(A) It shall be unlawful for the operator of a vehicle
to stop said vehicle for a period of time longer than is
necessary for the loading or unloading of passengers or
materials, provided that the loading or unloading of pas-
sengers shall not consume more than three minutes, nor the
loading or unloading of materials more than twenty minutes,
except buses at areas used for "hold over" and designated
by signs as "Bus Zone in any of the following places.
(1) In any alley.
(2) in any "loading zone
(3) in any marked bus zone.
(B) The Chief of Police shall determine the Location
of "loading zones" which shall be designated by paint upon
curbs or by appropriate signs or as specifically required
herein, those places where standing for loading only is
permitted under this section, subject to the following re-
quirements and limitations:
(1) Bus zone shall be designated by appropriate signs
at those places determined by the City Engineer,
except that a bus zone shall not exceed one hundred
feet in length.
(2) Every loading zone shall be designated by either
of the following color paints upon the top of
the curb:

(a) yellow indicates stopping only for the
Purpose of loading or unloading passengers
or freight and shall be in effect between
the hours of 9 A.M. to 6 P.M., Mondays
through Saturdays, except Sundays, unless
specified by official City of Alameda
letters upon top of curb or signing indicating
days) of week and hours of the day.
(b) White indicates stopping only for the purpose
of loading or unloading passengers, or for
the purpose of depositing mail in an adjacent
mailbox and shall be in effect at all times,
unless specified by official City of Alameda
letters upon top of curb or signing indicat-
ing day(s) of week and hours of the day.
(c) Red indicates no stopping, standing, or
parking, whether the vehicle is attended or
unattended and shall be in effect all times,
except that a bus may stop in a red zone
marked or signposted as a bus loading zone.
(C) Within any business district, not more than one-
half of the total curb length in any one block may be set
apart as a loading zone.
Section 4 This ordinance is one of great necessity and
urgency within the meaning of Section 3 -12 of the City Charter,
is introduced and passed at the same Council neeting and shall

become effective on May 17, 1978.
Section 5 The facts constituting the necessity and
urgency hereof are:
1. That traffic regulations are essential for the orderly
flow and control of traffic within the City.
2. That such regulations should necessarily be immediately
effective on passage to insure that maximum preservation of public
welfare is obtained.
3. That a potential health and safety problem will exist
if such amendments are not immediately effective.
4. That, in light of such potential health and safety
problems involved, the normal delay between enactment of this
ordinance and its effective date would be injurious.
5. This Council hereby finds, determines and declares
that it is in the best interest and necessity that this ordinance
be introduced and passed at the regular meeting of the City

in regular meeting assembled on the 16th day of May, 1978, by the following

AYES: Councilmen Oiament, Sherratt, Tillman, and President Corica, (4)
NOES: None.
ABSENT: Councilman Beckam, (1).
