AMENDING THE ALAMEDA MUNICIPAL CODE BY ADDING
CHAPTER 5 TO TITLE I AND CHAPTER 18 TO TITLE III
THEREOF RELATING TO ANNUAL INCREASE IN TAXES
AND FEES
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA that:
Section 1 . The Alameda Municipal Code is hereby amended
by adding Chapter 5 to Title I thereof to read as follows:
CHAPTER 5 ANNUAL INCREASE IN TAXES AND FEES
Sec. 1 -511 Annual Adjustment Unless specifically
superseded by Council action fixing the rate of a tax or
increasing a fee schedule by ordinance, there shall be
added to any tax or fee required to be paid by this Code
an annual adjustment.
The adjustment shall be determined by multiplying
the existing tax or fee by a percentage as determined by
the Bureau of Labor Statistics published Consumer Price
Index (CPI) for all Urban Wage Consumers for the San
Francisco Bay Area for the previous year, except that such
adjustment, if so computed, shall be limited to a maximum
of five percent (5%).
Said annual increase shall commence on July 1, 1978,
and remain in effect hereafter until repealed by Council
action.

Section 2 . The Alameda Municipal Code is hereby amended
by adding Chapter 18 to Title III thereof to read as follows:
CHAPTER 18 ANNUAL INCREASE IN TAXES
Sec. 3 -1811 Annual Adjustment Unless specifically
superseded by Council action fixing the rate of a tax by
ordinance, there shall be added to any tax required to be
paid by this Code an annual adjustment.
The adjustment shall be determined by multiplying
the existing tax by a percentage as determined by the
Bureau of Labor Statistics published Consumer Price
Index (CPI) for all Urban Wage Consumers for the San
Francisco Bay Area for the previous year, except that such
adjustment, if so computed, shall be limited to a maximum
of five percent (S %).
Said annual increase shall commence on July 1, 1978,
and remain in effect hereafter until repealed by Council
action.
Section 3 . This ordinance provides for, and fixes the
rate of, a tax levy and is a municipal revenue measure, and
pursuant to Section 3 -12 of the Charter of the City of Alameda is
introduced and passed at the same Council meeting and shall
become effective at 11:00 p.m. on June 30, 1978.
Section 4 . It is the intent of this Council, in the event
that Proposition 13, adopted at the June 6, 1978 Primary Election

of the State of California, is either held unconstitutional or
the State provides revenues lost through the passage thereof,
to repeal this ordinance thereafter.

in regular meeting assembled on the 26th day of June, 1978 by the following
vote, to wit:
