Ordinance 1949CITY OF ALAMEDA ORDINANCE NO. 1949 New Series AMENDING CERTAIN PORTIONS OF THE ALAMEDA MUNICIPAL CODE RELATING TO TRAFFIC REGULATIONS BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA that: Section 1 . Section 17 -333 (All Time and Limited No Parking) of the Alameda Municipal Code is hereby amended by repealing sub- sections (72) and (82) thereof. Section 2 . Section 17 -342 (Two -Hour Parking Limit) of the Alameda Municipal Code is hereby amended by amending subsection (16) thereof to read as follows: (16) Santa Clara Avenue, on the northerly side thereof, between a point 123 feet west of the westerly line of Ninth Street and a point 163 feet east of the easterly line of Ninth Street; and on the southerly side of Santa Clara Avenue between a point 167 feet west of the westerly line of Ninth Street and a point 52 feet east of the easterly line of Ninth Street. Section 3 . Section 17 -344.1 (Twenty -four Minute Parking Limit) of the Alameda Municipal Code is hereby amended by adding subsection (28) thereto to read as follows: (28) Grand Street (northerly of Clement Avenue), commencing at a point on the (a) East curb line of Grand Street 62 feet northerly from the north line of Clement Avenue and running thence northerly 42.5 feet. -1- Section 4 . Section 17 -336 of the Alameda Municipal Code is hereby amended by amending subsection (1) thereof and adding subsection (3a) thereto to read as follows: (1) The City Manager shall designate, and cause to be appropriately identified and marked, the particular portion of said Golf Course Parking Lot that shall be used for parking purposes solely by City officers and employees. The City Manager shall further designate, and cause to be appropriately identified and marked, that particular portion and area that may be used for physically handicapped persons and for parking purposes by members of the general public during the time such persons are using the Alameda Municipal Golf Course facilities. (3a) It shall be unlawful for any person whose vehicle does not display distinguishing license plates or placard issued to disabled persons pursuant to Sections 22511.5 or 9105 of the California Vehicle Code to park in the portion of said lot designed for use solely by physically handicapped persons. Section 5 . This ordinance is one of great necessity and urgency within the meaning of Section 3 -12 of the City Charter, is introduced and passed at the same Council meeting and shall become effective on January 17, 1979. Section 6 . The facts constituting the necessity and urgency hereof are: 1. That traffic regulations are essential for the orderly flow and control of traffic within the City. -2- 2. That such regulations should necessarily be immediately effective on passage to insure that maximum preservation of public welfare is obtained. 3. That a potential health and safety problem will exist if such amendments are not immediately effective. 4. That, in light of such potential health and safety a U F O F d F 7 p C problems involved, the normal delay between enactment of this ordinance and its effective date would be injurious. 5. This Council hereby finds, determines and declares that it is in the best interest and necessity that this ordinance be introduced and passed at the regular meeting of the City Council held January 16, 1979, and that this ordinance become and be in full force and effect January 17, 1979.
