2010-12-21 PacketA MENDMENT TO MEMORANDUM OF UNDERSTANDING Bet CITY OF ALAMEDA And INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL UNION 1 245 The City of Alameda and the International Brotherhood of Electrical 'workers Local Union 1245 (IBEW), having met and conferred in good faith pursuant to the Meyers Milias Brown Act "MMBA Government Code 3500 et :seq. and the IBEW Memorandum of Understanding (MoD) for the period from January 1, 2009 through December 18, 2010, agree to the following amendment to that Memorandum of Understanding as follows: The term of the International Brotherhood of Electrical Workers Local 1245 (IBEW) Memorandum of Understanding (MOU) shall be extended through March 26, 2011. Section 13.1 Health and ''welfare. Effective Jan uary 1, 201.1, the City contribution for 2011 Flexible Benefits shall be increased for the duration of this extension. The new contribution rate will be based on 201.1 Kaiser and. Blue Shield premiums. Any different contribution level resulting from ongoing negotiations shall replace this extension provision pros ectil. In the event no new successor MoD has been reached at the end .of this three -month extension, the City's contribution rates for Flexible Benefits beginning April 1, 2,011 will be at the 2010 rates. Johnson, a fourth- generation Alamedan, began long ong and illustrious career of public service when she joined the City y of Alameda Planning Board in 1005; and WHEREAS, Beverly J. Johnson was first elected to the Alameda City Council on November 3, 1003, and served as Councilmember until December 17, 2002; and WH EREAS, Beverly J. Johnson was elected as Mayor of the City of Alameda on November 5, 2002, was re elected on November 7, 2000; and served as Mayor until December 21, 2010; and WHEREAS, Beverly J. Johnson was re- elected to the Alameda City Council on November 2, 2010; and WHEREAS, during her time as a Councilmernber and as Mayor, Beverly J. Johnson ably represented the City on a wide range of important regional agency boards, including the A.C. Transit .Inter- Agency Liaison Committee, the Airport Noise Forum, the Alameda County Airport Land Use Commission., the Alameda County Congestion Management Agency, the Alameda Count y Lead Abatement Joint Powers Authority; the Alameda County Transportation Improvement Authority, the Alameda County Waste Management Authority, the East Bay Regional Communications System Authority, the San Francisco Bay Area Water Emergency Transportation Authority, and the San Francisco Bay Conservation and Development Commission; and WHEREAS, Beverly J. Johnson also served as the President of the Alameda County Mayors' Conference in Fiscal Year 2000 -2010; and WHEREAS, Beverly J. Johnson worked tirelessly as a member of the Alameda City Council /Alameda Unified School District Board Joint Subcommittee to seek gays to partner with the School District for. the g ood of the community; and WHEREAS, Beverly J. Johnson further demonstrated her commitment to the youth of Alameda by co- chairing the Alameda Collaborative for Children, Youth and Their Families and presiding over the establishment of the City's Youth Commission; and Resolutions #1 12-21-1 WHEREAS, Beverly J. Johnson was instrumental in ensuring the successful development of the awarding winning Historic Alameda Theatre, as well as the Cineplex and Civic Center Garage, which have helped to revitalize the now- vibrant Park Street Business District; and WHEREAS, Beverly J. Johnson's advocacy in Washington, D.C., helped secure federal funds for the Park Street streetscape improvements, which have also contributed to the vibrancy of the District; and WHEREAS, under Beverly J. Johnson's leadership, the City attracted a host of important new businesses, including Peet's Coffee's roasting facility, Donsuemor Cookies, and the headquarters for retail clothing giant VF Outdoors; and WHEREAS, during Beverly J. Johnson's tenure as Mayor., the City also ensured the successful development of the Bridgeside Shopping Center and the revitalization of both the Webster Street Business District and Alameda Towne Centre; and WHEREAS, Beverly J. Johnson also presided over the .development of a variety of new housing projects, including Buena vista Commons, Shinsei Gardens, and the Breakers.at Bayport; and WHEREAS, Beverly J. Johnson's accomplishments also include the construction and opening of.. a new, LEBD- certified Main Library and the renovation of the West End Library; and WHEREAS, during her tenure on the City Council and .as .Mayor, Beverly J. Johnson worked diligently to preserve Alameda's history while promoting its future. COMMENDING FRANK MATARRESE FOR EIGHT YEARS OF SERVICE TO E THE CITY OF ALAMEDA AS COUNCILMEMBER 1.0► 0 XAJ 114� IN 0 WHEREAS, Frank Matarrese began his service to the City W 9 y of Alameda in 4 1996, when he was appointed to the Economic Development commission, later serving as chair of the Commission and CL WHEREAS under Frank Matarrese's leadersh the Economic Development Commission developed the City's Economic Development Strategic Plan; and WHEREAS, Frank Matarrese left the Economic Development Commission in 2000 when he was appointed to the city's Planning Board; and WHEREAS, Frank Matarrese was elected to the city council of the city of Alameda on November 5, 2002, was re- elected on November T 2006, and served until December 21, 2010; and WHEREAS, during his time as a Councilmember, Frank Matarrese served on the A.C. Transit Inter- Agency Liaison Committee, where he ably advocated on behalf of Alameda's bus riders; and WHEREAS, Frank Matarrese was an Integral member of the Alameda City Council/Alameda Unified School District Board Joint Subcon imittee, whose mission is to seek ways for the City and the School District to partner together to serve Alameda's youth; and WHEREAS, Frank Matarrese represented the Alameda Reuse and Redevelopment Authority as a member of the Restoration Advisory Board, providing valuable input to the environmental restoration and remediation process at Alameda Point; and WHEREAS, Frank Matarrese co- chaired the successful Measure O campaign, which provided much- needed funds to build the LEED certified Main Library and renovate and restore the two branch libraries; and WHEREAS, Frank Matarrese was instrumental in the formation of the Fiscal Sustainability Committee, proposing the establishment of this Blue Ribbon committee in May 2005 and helping to select its members; and WHEREAS, Frank Matarrese was a strong supporter of building the award ginning Historic Alameda Theatre, as well as the Cineplex and Civic Center Garage, all of which have helped to revitalize the now vibrant Park Street Business District; and WHEREAS, Frank Matarrese also worked to ensure the successful development of the Bridgeside Shopping Center and the revitalization of both the Webster Street Business District and Alameda Towne Centre; and WHEREAS, with Frank Matarrese's support and guidance, the City developed a host of new housing projects, including Buena vista Commons, Shinsei Gardens, and the Breakers at Bayport; and WHEREAS, Frank Matarrese encouraged the City to begin converting its fleet to alternative fueled vehicles and encouraged the City to seek grants to procure six electric vehicles in 2007; and WHEREAS, Frank Matarrese showed his dedication to. serving the public and listening to his constituents through his longstanding practice of holding Town ball meetings.
