Councilmember Johnson moved approval of the Consent Calendar.
Councilmember Tam seconded the motion, which carried by unanimous voice vote — 4.

Ending December 31, 2011. Accepted.

(12 -091) Presentation on the Preliminary Five -Year Budget Forecast. [City Council, and
City Acting as Successor to the CIC]
The City Manager, Assistant City Manager, Controller and Senior Management Analyst
gave a Power Point presentation and answered Council questions.
Speaker: Gretchen Lipow, Alameda, noted the State is considering increasing the sales
tax rate; inquired about medical benefits and Alameda Reuse and Redevelopment
Authority bonded debt.

The City Manager responded other than public safety, employees do not receive retiree
medical heath care benefits; stated the assets generating revenues to pay bonds are
now held by the City.
(12 -092) Presentation on Voter Survey Results.
Alex Evans, EMC Research, gave a Power Point Presentation and answered Council
questions.
Speakers: Ken Peterson, Alameda Citizens Task Force, stated that he received a
telephone call, but it was not clear the survey was being conducted by the City; and
Nancy Hird, Alameda Citizens Task Force, express concerns with the telephone poll.
Councilmember Johnson questioned whether people would have responded to the poll
differently if they knew they might have to pay for sidewalk repairs themselves in the
future.
Mr. Evans stated the level of intensity and concern for sidewalks is not as great as
public safety.
CITY MANAGER COMMUNICATIONS
(12 -093) The City Manager gave a presentation on a proposed sales tax measure to be
placed on the June 2012 ballot; stated the matter would be presented at the March 7,
2012 Special City Council Meeting.
The Council asked questions and commented on the proposal.
COUNCIL COMMUNICATIONS
