Mayor Gilmore convened the meeting at 7:08 p.m. Councilmember Tam led the Pledge
of Allegiance.

CONSENT CALENDAR
Councilmember Tam moved approval of the Consent Calendar.
Councilmember deHaan seconded the motion, which carried by unanimous voice vote —

( *12 -531) Minutes of the Special and Regular City Council Meetings Held on October
16, 2012, and the Special Joint Meeting of the City Council and the Social Services
Human Relations Board Held on October 25, 2012. Approved.
( *12 -532) Ratified bills in the amount of $2,307,153.68.
( *12 -533) Recommendation to Authorize the City Manager to Negotiate and Execute an
Agreement with the Housing Authority of the City of Alameda to Administer the FY12 -13
Inclusionary Housing Program for the City of Alameda and Appropriate $70,000 from
the Affordable Housing Fund. Accepted.
( *12 -534) Recommendation to Authorize the City of Alameda's Participation in the
Alameda County Lead Poisoning Prevention Program and Eliminate Periodic Renewals.
Accepted.

( *12 -535) Recommendation to Accept Report of No Disclosure of Closed Session
Minutes or Documents of the Alameda City Council for the Period February 2012 to July
2012, per the Alameda Sunshine Ordinance Sections 2- 91.8(a) and 2- 91.12(e).

REGULAR AGENDA ITEMS
(12 -536) Introduction of Ordinance Approving a Lease and Authorizing the City
Manager to Execute Documents Necessary to Implement the Terms of the Lease with
the Alameda Soccer Club for the Use and Management of the Alameda Point Soccer
Fields, located on the green between Buildings 2,3, and 4, for a total of 3 Years.
Introduced.
The Recreation and Parks Director gave a brief presentation.
Urged approval of the Lease: Peter Holmes, Alameda Soccer Club; and Jon Pecson,
Alameda Soccer Club.
Councilmember deHaan inquired when the City entered the lease agreement with
Piedmont Soccer Club, to which the Recreation and Parks Director responded 2005.
Councilmember deHaan inquired whether Alameda Soccer has complete control of
scheduling, to which the Recreation and Parks Director responded in the affirmative.
Councilmember deHaan inquired if there is a written shared field agreement.
Mr. Holmes responded the agreement includes a master use practice schedule, which
includes a pro rata maintenance expense relative to field usage; Alameda Soccer Club
starts with about 10% usage.
In response to Councilmember deHaan's inquiry regarding expenses, Mr. Holmes
stated maintenance expenses include water and mowing; expenses were previously
handled by East Bay United and Piedmont under the last lease.
Mr. Pecson stated the expenses are very significant because labor costs are included;
East Bay United uses a huge amount of volunteer labor to take care of the fields.
Councilmember deHaan stated Alameda Soccer cannot gain access to the fields and
10% usage does not seem enough.
Mr. Holmes stated Alameda Soccer depends on opponents to field inter - community
rather than intra - Alameda competitions; unlike other sports, Alameda Soccer plays
other communities; stated there are currently 95 teams.
Councilmember deHaan inquired if these fields are now considered part of the
Recreation Field Master Plan.

The Recreation and Parks Director responded the fields were not included in the
assessment; stated the Recreation and Parks Department is currently reviewing the
field shortage issue and user fee schedule to move towards an hourly fee rate.
Councilmember deHaan stated that he was not happy an outside entity is displacing
Alameda's youth.
The Recreation and Parks Director stated keeping Alameda a priority is important; the
priorities emphasize Alameda non - profits; if there is a time that a field is not reserved, a
higher rate can be charged for non - Alameda users.
Mr. Holmes stated the priority is for Alameda residents to enjoy the facilities in Alameda.
Vice Mayor Bonta inquired who is the current largest user of the fields, to which Mr.
Holmes responded Bay Oaks and East Bay United use fields about 95% of the time and
Piedmont is at 5 %.
In response to Vice Mayor Bonta's inquiry regarding costs, Mr. Holmes stated East Bay
United and Piedmont take on almost 100% of the maintenance cost.
Vice Mayor Bonta noted a lot of Alameda children play for East Bay United and Bay
Oaks.
Mr. Holmes stated the [Alameda Soccer] board's philosophy is to grow players in
Alameda who can move on to higher levels of play with other clubs in the region, which
ultimately affords a greater reach for soccer players coming out of Alameda.
Mayor Gilmore stated more sports are played today than were played 10 to 15 years
ago; the need for field space continually grows; there is a need to manage the fields
efficiently.
Urged approval of the Lease and encouraged working with the School teams: Randy
Rentschler.
Councilmember Johnson stated fields are made available to schools.
Councilmember Tam noted there are mutual use agreements.
Vice Mayor Bonta moved introduction of the ordinance.

CITY MANAGER COMMUNICATIONS
(12 -537) The City Manager announced that the Council would consider moving to a

two -year budget process at the December 4t" City Council meeting; the new website will
go live the first week in January; encouraged residents to read website information
about the frivolous lawsuit filed by the East Bay Regional Park District ( EBRPD);
congratulated the Assistant City Manager on her appointment as Burlingame City
Manager.
Councilmember Johnson encouraged residents to get in contact with the City's EBRPD
representative.
Mayor Gilmore noted the matter would be addressed at an Alameda County Mayor's
Conference meeting.

(12 -538) Councilmember deHaan stated a partnership has been formed between the
Meyer's House and the Alameda Museum.
(12 -539) Councilmember Tam stated that she attended the League of California Cities
Leadership workshop and gave highlights.
(12 -540) Mayor Gilmore announced meter fees would be waived Saturdays between 9
a.m. and 6 p.m. from Thanksgiving through the end of the year in Park Street and
Webster Street business districts.
