TUESDAY- -JULY 31, 2012- -7:00 P.M.
Mayor Gilmore convened the meeting at 7:01 p.m. Councilmember Tam led the Pledge
of Allegiance.
ROLL CALL — Present: Councilmembers Bonta, deHaan, Johnson, Tam and
Mayor Gilmore — 5.
Absent: None.
ORAL COMMUNICATIONS, NON - AGENDA
(12 -415) David Howard, Alameda, read a Notice of Intent to Circulate a Recall Petition
and presented said Notice to Vice Mayor Bonta.
CONSENT CALENDAR
Mayor Gilmore announced that the Ordinance [paragraph no. 12 -419] was removed
from the Consent Calendar for discussion.
Councilmember Tam moved approval of the remainder of the Consent Calendar.
Vice Mayor Bonta seconded the motion, which carried by unanimous voice vote — 5.

( *12 -416) Recommendation to Approve the Amended and Restated City Manager and
City Attorney Employment Agreements. Accepted.
( *12 -417) Recommendation to Consider Formation of the City of Alameda Financing
Authority by Adopting Resolution No. 14725, "Authorizing the Execution and Delivery of
a Joint Exercise of Powers Agreement By and Between the City of Alameda and the
California Municipal Finance Authority." Adopted.
( *12 -418) Resolution No. 14726, "Requesting and Authorizing the County of Alameda to
Levy a Tax on All Real and Personal Property in the City of Alameda as a Voter -
approved Levy for the General Obligation Bonds Issued Pursuant to a General Election
held November 7, 2000." Adopted.
(12 -419) Ordinance No. 3055, "Authorizing the City Manager to Enter into an
Agreement with Greenway Golf for the Long -Term Operation of the Chuck Corica Golf
Complex." Finally passed.
The City Attorney provided a handout with Lease changes and outlined the changes.

Councilmember Johnson inquired whether school use would include the driving range,
to which the City Attorney responded in the affirmative.
Councilmember deHaan moved final passage of the ordinance.
Councilmember Johnson seconded the motion, which carried by unanimous voice vote
—5.
AGENDA ITEMS

CITY MANAGER COMMUNICATIONS
(12 -420) The City Manager announced the City has a new logo and promotional
materials to freshen up the City's communication strategy; stated several special
meetings will be held in the fall to look at pension and other post employment benefit
reform.
COUNCIL REFERRALS
(12 -421) Consider Waiving the Attorney - Client Privilege on a Memorandum Dated
December 1, 2011 Entitled Housing Element Update.
Councilmember Tam made brief comments.
Councilmember deHaan stated that he requested that the outline provided by the
Community Development Department be made public prior to the July 17th meeting; the
vast majority of the memorandum has been released; releasing the entire memorandum
would be very beneficial to the community.
Mayor Gilmore stated waiving the Attorney - Client Privilege would be Council's
prerogative as a body; the appropriate procedure is to bring the matter to Council for a
vote on whether or not to waive the privilege.
Encouraged Councilmember Tam to expand the request to also release any related
documents from the City Attorney: Robert Sullwold, Alameda.
Councilmember deHaan stated it would be nice to provide the chronological file.
Mayor Gilmore stated the matter was laid out in exhaustive detail by the Planning
Services Manager at the July 17th public hearing.
Councilmember Tam moved approval of waiving the attorney - client privilege.

COUNCIL COMMUNICATIONS
(12 -422) Councilmember deHaan stated that he attended an Airport Noise Forum
meeting; plans are underway to have major operation and repair work done at the
Oakland Airport in September and October; community meetings will be scheduled.
(12 -423) Councilmember Tam noted the memo [paragraph no. 12-421] would be
available at the City Clerk's office.
ADJOURNMENT
There being no further business, Mayor Gilmore adjourned the meeting at 7:18 p.m.
