AUTHORIZING OPEN MARKET PURCHASE FROM VERSATILE
INFORMATION PRODUCTS OF RIVERSIDE, CALIFORNIA
PURSUANT TO SECTION 3-15 OF THE ALAMEDA CITY CHARTER
FOR PUMA SOFTWARE MANAGEMENT SOFTWARE SYSTEM
(REQUIRES FOUR AFFIRMATIVE VOTES)
WHEREAS, the Police Department stores Digital Audio Recordings for
evidentiary purposes; and
WHEREAS, the implementation of this system will allow for more secure
storage of Digital Audio Recordings; and
WHEREAS, the funds for this management software system are
available in the Police Department's Equipment Replacement Operations
Budget; and
WHEREAS, Section 3-15 of the City Charter provides that the City
Council, by four affirmative votes, can authorize an open market purchase,
without competitive bidding, if it determines that the product can be purchased
at a lower price in the open market; and
WHEREAS, the PUMA Management Software System is the only
software system available to support the management of the Police
Department's Digital Audio Recordings, and therefore an open market purchase
of this product from the sole source provider is effectively the "lowest price"
available.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Alameda, pursuant to Section 3-15 of the City Charter, and by four affirmative
votes, hereby authorizes the open market purchase of PUMA Management
Software System for the management of Digital Audio Recordings.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda during the Regular
Meeting of the City Council on the 16th day of October 2007, by the following vote to wit:
AYES: Councilmembers deHaan, Gilmore, Matarrese, Tam
and Mayor Johnson - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
