AUTHORIZING THE INTERIM CITY MANAGER OR DESIGNEE TO
APPLY FOR A STATE WATER RESOURCES CONTROL BOARD
LOAN IN THE AMOUNT OF $3,546,000 AND EXECUTE ALL
ASSOCIATED AGREEMENTS, AND IDENTIFY THE SEWER FUND
AS THE SOURCE OF REVENUE FOR REPAYMENT OF THE
LOAN
WHEREAS, the Clean Water State Revolving Fund (CWSRF) program
provides low interest loans to municipalities to fund water quality protection
projects for wastewater treatment, non-point source pollution control, and
watershed and estuary management; and
WHEREAS, the State Water Resources Con

WHEREAS, the City of Alameda (City) has applied for and received
CWSRF loans since the ate 1980s; and
WHEREAS, the City's Capital Improvement Program provides for the
ongoing rehabilitation of the City's sewer collection and distribution system to
reduce infiltration and inflow of storm water into sewer lines by replacing
deteriorated sewer mains, lower sewer laterals, and manholes; and
WHEREAS, the City's Public Works Department has identified the following
three priority projects: Central Avenue — Pacific Avenue to Third Street; Fernside
Boulevard — High Street to Thompson Avenue; and Pacific Avenue — Webster
Street to Sixth Street, Buena Vista Avenue - Grand Street to Chapin Street, and
Lincoln Avenue — Walnut Street to Willow Street; for construction during the next
two to three years.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda does hereby approves authorizing the Interim City Manager, or designee,
to apply for a State Water Resources Control Board loan in the amount of
$3,546,000 and to execute all associated agreements, and identify the sewer fund
as the source of revenue for repayment of the loan.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda during the Regular
Meeting of the City Council on the 19th day of May, 2009, by the following vote to wit:
