AUTHORIZING NEGOTIATION AND EXECUTION OF
CONTRACT WITH VOLUNTEERS OF AMERICA FOR WINTER
SHELTER, FUNDED BY AFFORDABLE HOUSING MONIES
WHEREAS, at the meeting of the City Council of the City
of Alameda on November 21, 1989, the Council declared its intent
to provide funding above and beyond the CDBG funds of $13,671 and
the County funding of approximately $19,000 to operate a winter
shelter using monies from the Affordable Housing Fund; and
WHEREAS, staff was directed to try to obtain the services
of an agency to operate a winter shelter on the site identified at
the Marine Corps Reserve Training Center on Clement Ave; and
WHEREAS, the program would require the location of
portable buildings on the site to house the operation; and
WHEREAS, no Alameda social service organizations were in
a position to implement the program at this time; and
WHEREAS, the Volunteers of America, Bay Area, Inc. (VOA)
have made a proposal to provide individuals and families with
temporary housing and services to prepare them to move into a
permanent home with stable means of support; and
WHEREAS, a maximum of 30 people per day would be provided
shelter, food and support services for 4 months, and the program
would operate 7 days per week; and
WHEREAS, it is estimated that it will take 30 days to set
up the site, install utilities, hire the staff and make the program
operational.
NOW, THEREFORE, BE IT RESOLVED that the City Manager is
authorized to negotiate a contract with Volunteers of America, Bay
Area, Inc. for the Winter Shelter program; and
BE IT FURTHER RESOLVED that the amount of the contract
is not to exceed $69,357, which is to be expended from the
Affordable Housing Fund; and
BE IT FURTHER RESOLVED that the City Manager is
authorized to execute a contract with the Volunteers of America as
described above; and
BE IT FURTHER RESOLVED that staff be directed to work
with VOA to establish a program as quickly as possible.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 19th day of -
