AUTHORIZING APPLICATION TO THE CALIFORNIA ENERGY
COMMISSION FOR A STREETLIGHT CONVERSION LOAN
WHEREAS, IN 1981 the State Energy Commission authorized a low
interest loan to the City of Alameda for conversion of incandescent
and mercury vapor lights to High Pressure Sodium (H.P.S.); and
WHEREAS, using funds from the State Energy Commission loan,
together with a loan from the Bureau of Electricity and various
grants and taxes, $820,737 was spent on two phases of conversion
of 3,526 streetlights, the latter phase, having been completed in
January 1989; and
WHEREAS, these projects have resulted in both annual savings
of approximately $118,683 and an increase in lighting levels; and
WHEREAS, a third phase to convert an additional 491
streetlights was authorized by the State Energy Commission in 1989
for the loan amount of $158,400; and
WHEREAS, a fourth phase is now contemplated to convert an
additional 39 fixtures in conjunction with the replacement of the
existing cable system with new low voltage cable in conduit and the
conversion of the fixtures from "series" to "multiple "; and
WHEREAS, said fourth phase will require application for a loan
from the California Energy Commission up to the amount of $22,737
at an interest rate of $8.77 %; and
WHEREAS, a payment schedule would ensue, as follows: $1,729.95
to be paid December 22, 1991, and payments in the same amount to
be paid semi - annually thereafter on June 22 and December 22 until
final payment on June 22, 2002; and
WHEREAS, these payments would be made from savings on the
City's electric bills;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
Alameda authorizes the application to the California Energy
Commission for a loan up to the amount of $22,737, at an interest
rate of 8.77% and
BE IT FURTHER RESOLVED, that the City Council of Alameda
authorizes the Public Works Director to execute all necessary
documents to implement and carry out the purposes of this
esolution.

Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 17th of April, 2990,

ABSENT: Councilmember Thomas and President Corica - 2,
