AUTHORIZING OPEN MARKET PURCHASE OF APPROVED SELF
CONTAINED HIGH PRESSURE BREATHING APPARATUS AND RELATED
EQUIPMENT
WHEREAS, there have been many changes in State, National
and Inter-National standards in regards to breathing apparatus
performance and safety; and
WHEREAS, at present, the current breathing apparatus does
not meet the national standards; and
WHEREAS, the City Council has approved a budgetary
funding of $124,000.00 for self-contained breathing apparatus
replacement.
WHEREAS, Section 3-15 of the City Charter provides that
the City Council, by four affirmative votes, can authorize an open
market purchase if it determines that the materials or supplies can
be purchased at a lower price in the open market.
WHEREAS, the Fire Department has conducted research into
self-contained breathing apparatus available on the market, and has
determined that the Interspiro self-contained breathing apparatus
was the safest, most cost effective, and reliable on the market;
and finds that the equipment can be purchased more economically on
the open market; and
WHEREAS, Bauer Compressor Company of Hayward, has
proposed a firm price of $123,946.37, this price predicated on an
inter-agency large lot purchase with three other fire departments;
and
WHEREAS, funding for this purchase has been authorized
in the 1990-92 Fire Department budget, and State Funding through
Senate Bill 90 will be available for a State of California
reimbursement, estimated reimbursement is 50%
NOW, THEREFORE, BE IT RESOLVED that the City Council .,.
approve the open-market purchase of forty-seven complete units,
seventy spare cylinders, test equipment, spare parts, service
tools, apparatus mounting brackets, and refilling compressor up-
grading.
BE IT FURTHER RESOLVED that the City Council of the City
of Alameda has determined that the equipment can be purchased at
a lower price in the open market, and therefore authorizes the
expenditure in the amount of One Hundred Twenty Three Thousand,
Nine Hundred Forty Six Dollars and Thirty Seven Cents ($123,946.37)
for the purchase of Interspiro, high pressure self-contained
breathing apparatus and related equipment for interagency joint
purchase from Bauer Compressors-San Francisco, Hayward, Ca.
I, the undersigned, hereby certify that-the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in adjourned regular
meeting assembled on the 7th of November, 1990
by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Thomas, Withrow
and President Corica - 5.
NOES: None.
ABSENT: None.
