EXPRESSING SUPPORT OF SENATE BILL 82 BY SENATOR KOPP
PROPERTY TAXATION - CHANGE IN OWNERSHIP
WHEREAS, the business properties have enjoyed favorable
treatment in terms of reassessments as compared to residential
properties; and
WHEREAS, the inequities in assessment practices between
business and residential properties need to be addressed; and
WHEREAS, California Senate Bill 82 would reform ownership
transfer provisions for partnerships and corporations to provide
for more frequent reassessment of corporate and partnership
property; and
WHEREAS, Senate Bill 82 will reassess most corporate
properties to market value in 1992; and
WHEREAS, it has been determined that the proposed changes
would contribute an estimated $130-190 million in property tax
revenues statewide; and
WHEREAS, the City of Alameda could realize property tax°
revenue which is 33.3% of the countywide 1% property tax of any2t1t-
corporate and partnership transfers within the City of Alameda.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the City Council hereby supports Senate Bill 82 and
urges all State Legislators to support its passage.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the sixteenth of
April, 1991, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Lucas, Roth
and President Withrow - 5.
NOES: None.
