SUPPORTING SENATE BILL 210 AND THE EQUITABLE DISTRIBUTION
OF BRIDGE TOLL REVENUES FOR PUBLIC TRANSIT
WHEREAS, Senator Quentin Kopp has introduced S.B. 210 to raise
the bridge toll on the Bay Bridge, the San Mateo Bridge and the
Dumbarton Bridge, by an additional dollar; and
WHEREAS, the new bridge toll revenues would be utilized
primarily for public transit enhancements; and
WHEREAS, the Metropolitan Transportation Commission, AC
Transit, BART and Muni negotiated an equitable distribution of the
revenues among the transit operators who operate in the transbay
corridor and\or provide feeder service to transbay public transit;
and
WHEREAS, there is pressure to radically modify the proposed
distribution of revenues, to put all or most of the revenues into
funding extensions of BART to Antioch and Dublin, which would have
only limited benefit for the residents of Alameda; and
WHEREAS, it would be unfair to raise bridge tolls for the
residents of Alameda, unless public transit in these areas were
improved as a result; and
WHEREAS, AC Transit is the primary public transit provider for
the residents of Alameda.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Alameda supports the concept of using bridge toll revenues
to improve public transit.
BE IT FURTHER RESOLVED that bridge toll revenues should be
distributed in a fair and equitable manner to the benefit of all
residents, including the residents of Alameda; the distribution
proposed in the original bill is a fair and equitable distribution;
and the City Council of the City of Alameda opposes any significant
alteration of that distribution.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the eighteenth of
June, 1991, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Lucas, Roth
and President Withrow - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
