OPPOSING EAST BAY MUNICIPAL UTILITY DISTRICT
RATE INCREASE FOR PERSONS USING LESS THAN
250 GALLONS OF WATER PER DAY
WHEREAS, California is in the fifth consecutive year of
below-normal precipitation; and
WHEREAS, precipitation in Northern California has also
been below average and water levels in East Bay Municipal Utility
District reservoirs have declined more than 50% for the last few
years; and
WHEREAS, in light of the seriousness of this situation,
water companies throughout Northern California have urged their
customers to voluntarily reduce their water consumption by 15
percent to mitigate the effects of the drought; and
WHEREAS, the citizens of the East Bay and the City of
Alameda have undertaken this challenge by seriously reducing their
water demands by 30 percent to mitigate the effects of the drought;
and
WHEREAS, after encouraging citizens to reduce their water
demand, East Bay Municipal Utility District, on June 11, 1991,
adopted Resolution No. 32499, increasing Water System Regulations
and Schedule of Rates and Charges; hereby fixed and established to
be effective as of July 1, 1991; and
WHEREAS, persons using water volumes in excess of the
water district median of 250 gallons per day should rightfully be
penalized; but to tax people for using less water than the wate
district median of 250 gallons per day is fundamentally and morally
wrong; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda, as follows: qa
Section 1. That the City Council of the City of Alameda
does hereby serve notice to East Bay Municipal Utility District on
behalf of its constituents that it intends to mount a strong
campaign in opposition to the imposed rate increase for persons
using less than 250 gallons of water per day.
Section 2. The City Clerk is directed to send copies of
this Resolution to the Governor, the Public Utilities Commission,
our State Legislators, East Bay Municipal Utility District and the
League of California Cities.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the second day of
July, 1991, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Lucas, Roth and
President Withrow - 5.
NOES: None.
