SUPPORTING HARBOR BAY MARITIME'S APPLICATION TO THE
CALIFORNIA PUBLIC UTILITIES COMMISSION FOR A CERTIFICATE
OF PUBLIC CONVENIENCE AND NECESSITY FOR FERRY SERVICE
WHEREAS, the City of Alameda views ferry service on San •
Francisco Bay to be the most efficient and cost effective mode of
transportation to augment the capacity of the various transbay
bridges and
WHEREAS, implementing ferry service is another move in a
positive direction to supplement mass transportation and diminish
the "love affair" with the privately owned vehicle; and
WHEREAS, the proposed ferry service was mandated by the City
as a condition of approval for the final phases of the residential
development of the Bay Farm Island section of Alameda; and
WHEREAS, the City of Alameda has approved and supported ferry
service from Harbor Bay since 1984 and has granted zoning approvals
and land use permits for this proposed service; and
WHEREAS, the City Council has received petitions and othe
communications from citizens of Alameda which indicate that public
support is growing for the proposed new ferry service from theme.
Harbor Bay Ferry Terminal. Within the last four weeks, the Mayor
has received over 2,000 signatures on a petition stating a
follows: "We the undersigned, want to establish ferry service fro
Harbor Bay Island to San Francisco immediately. We believe tha
Alameda should be serviced by ferries from both the west and east
ends. We urge that the City of Alameda and the P.U.C. take all
actions necessary to begin service immediately."
WHEREAS, the City Council has determined that Alameda should
be served by two ferry services, one on the West End and one on the
East End.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that said Council hereby supports Harbor Bay Maritime's
application to the California Public Utility Commission for a
Certificate of Public Convenience and Necessity for Ferry Service;
BE IT FURTHER RESOLVED THAT the City Council of the City of
Alameda hereby urges the California Public Utilities Commission to
approve as soon as possible the application of Harbor Bay Maritime
to operate a passenger ferry service between Bay Farm Island in
Alameda and San Francisco;
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Public Utlities Commission.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the seventeenth
of September, 1991, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Lucas, Roth
and President Withrow - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
