URGING GOVERNOR TO SIGN AB434 (SHER):
VEHICLE REGISTRATION FEES
WHEREAS, at the September 19, 1991 Congestion Management
Agency meeting, cities were asked to send immediate requests urging
the Governor to sign Assembly Bill 434 (Sher) (hereinafter
"AB434"); and
WHEREAS, AB434 - Vehicle Registration Fees authorizes an
immediate $2 increase in vehicle registration fees in the Bay Area
and up to a $4 increase in future years to implement elements of
the California Clean Air Act of 1988; and
WHEREAS, distribution of these funds would be 60% to Bay
Area Air Quality Management District (BAAQMD) and 40% to cities and
counties; and
WHEREAS, the Congestion Management Agency will play a
significant role in implementing portions of the adopted
transportation control measures required to meet the air quality
plan; and

WHEREAS, funds from AB434 can be used to implement the
City of Alameda's Transportation Systems Management Ordinance and
other Transportation Systems Management efforts;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that the City Council hereby supports AB434 and urges
the Governor to sign AB434.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Congestion Management Agency and the Office of
the Governor of California.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the first of
October, 1991, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Lucas, Roth
and President Withrow - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
