Resolution 12160E CITY OF ALAMEDA RESOLUTION NO. 12160 URGING FEDERAL AND STATE AGENCIES TO TAKE ACTIONS TO ENCOURAGE AND PERMIT DEVELOPMENT, PROMOTION, AND USE OF NATURAL GAS AND ELECTRIC VEHICLES WHEREAS, the Clean Air Act requires that states and municipalities develop implementation plans to comply with the anti-pollution requires of that act; and WHEREAS, the City of Alameda is committed to a cleaner, healthier environment and that the quality of the air is a major concern for a healthy environment ; and WHEREAS, natural gas is the cleanest, most economical fossil fuel and is readily available in the United States and that the significant benefit of natural gas-fueled vehicles is the reduction in vehicle emissions compared to conventional fuel alternatives; test results showing that natural gas vehicle emit 51% less reactive hydrocarbons, 33% less nitrogen oxides, and 47% less carbon monoxide compared to gasoline, and 0 WHEREAS, electric vehicles show great promise for improving air quality because they produce no emissions while 0 '-'4,:E operating; research shows that electric vehicles cut reactive 4-9-7 (..„..,e,(3 hydrocarbon and nitrogen oxides emissions by 85% and carbon as ,,,_.) 1-- monoxide emissions by 97% compared to gasoline powered vehicles; TI < and WHEREAS, the use of abundant domestic supplies of natural gas and electricity will not only help clean the environment, but would also reduce this nation to dependence on foreign oil imports, help to balance the trade deficit, and improve national security; NOW, THEREFORE, BE IT RESOLVED, the City of Alameda believes that the widespread development and promotion of natural gas and electric fueled vehicles will have important environmental and national security benefits and further believes that federal and state agencies should take necessary actions to remove existing barriers and encourage and permit development, promotion, and use of natural gas and electric vehicles. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the fifteenth of October, 1991, by the following vote to wit: AYES: Councilmembers Arnerich, Camicia, Lucas, Roth and President Withrow - 5.
