RECOMMENDING THAT THE ASSOCIATION OF BAY AREA GOVERNMENTS
ESTABLISH A NEW ORGANIZATION REPRESENTING LOCAL ELECTED
OFFICIALS TO REVIEW AND MAKE RECOMMENDATIONS ON REGIONAL
GOVERNANCE PROPOSALS.
WHEREAS, the City Council has reviewed a report from the Bay
Vision 2020 Commission which made recommendations for development
policies and regional governance for the Bay Area; and
WHEREAS, the Association of Bay Area Governments will hold a
forum on November 21, 1991, to receive comments on the Bay Vision
2020 report; and
WHEREAS, the City Council, after deliberation, has found that
some of the recommendations of the Bay Vision 2020 Report have the
potential to cause financial burdens or infringe upon the City's
rights as a Charter City; and
WHEREAS, the City Council is concerned that implementing
regional growth management objectives could increase the cost of
governance, result in the loss of voter control over fiscal and
land use matters that have significant local impact, and create a
more distant level of government that may result in reduced public
involvement and participation; and
WHEREAS, currently existing regional organizations have been
of limited effectiveness in addressing the regional needs for a
unified public transit system and fair share housing; and
WHEREAS, the City Council finds that the process used to
prepare the Bay Vision 2020 Report did not adequately provide for
the involvement of local government officials.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the Council recommends that the Association of Bay
Area Governments establish a new organization with broad-based
representation of local elected officials to review the Bay Vision
2020 Report and other proposals for regional governance, to conduct
appropriate hearings throughout the Bay Area, and to recommend a
course of action.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the nineteenth of
November, 1991, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Lucas, Roth
and President Withrow - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
