APPROVING AGREEMENT WITH OAKLAND.
WHEREAS, it is desirable, in the interest of commerce and navigation, to
have the Upper Estuary improved by deepening and widening the same, and
WHEREAS, if it obtains the necessary authority the City of Oakland, at its
own cost and expense, offers to deepen And widen the south channel thereof and extend
its present width from 600 feet to a Width of 1200 feet by dredging away the southern
side of Government Island; also to convey 1,500,000 cubic yards of dredged material
to Alameda's naval base site and create a greater area of high land there than is
DOW contained on said Government Island, and thereby assist in the development of
Alameda's harbor program without any expense to the people of Alameda, and
WHEREAS, Oakland has the money to go ahead immediately with said work of
development, bat, under the law, cannot spend arty money within the corporate limits
of another city, wherefore it would be necessary to change the boundary line between
the cities from the center of the north or Brooklyn. Channel to the center of the south
or present main channel, and
WHEREAS, the offer made by the City of Oakland appears to be worthy of
serious consideration, and officials of said city have requested that said offer
to submitted to the electors of Alameda at the general election to be held in said
city on March 8, 1927, and have agreed to enter into the contract hereinafter sot
forth, now therefore it is hereby
RESOLVED, by the Council of the City of Alameda, that said city enter
into an agreement with the City of Oakland, the same to be null and void in ease
of dlsapprovel by the electors of Alameda, which agreement is in words and figures
as follows, to wit:

tion of arid state,

That whereas public interest demands the development by said cities
of their respective harbors on the Estuary of San Antonio, and it is
their desire and purpose to cooperate in a common program which shall
bring about a uniform and harmonious development of commerce and navi-
gation and shipping facilities on both sides of the Estuary, that will
be to the mutual advantage of both cities, and
BKERSA3, the attraction of increased tonnage is dependent upon a
wider and deeper channel throughout the Estuary, and the commerce of
both allies will benefit by the early development of the Upper Estuary
and of the Naval Base Site (so-called) in Alameda, and
WHEREAS, the present existence of Government island is an obstacle
to navigation and a hindrance to commerce and to the industries located
on both sides of the Upper Estuary, and
WHEREAS, the City of Alameda desires to improve and develop her
Naval Base Site, and both cities desire better facilities for commerce
and navigation in the Upper Estuary including a wider and deeper channel;
and the City of Oakland offers to develop thi area in accordance with
a definite plan which has received the commendation of the Chief of
Eng5necrs of the U. S. Army, also to furnish the necessary money to
insure immediate development, and
WHEREAS, these two major projects will greatly increase the tax-
able wealth and annual revenues of both cities, and
WHEREAS, the present location of the boundary line between the
two cities in the Uppor Estuary makes it both legally and practically
impossible to make best use and development of this area for the
mutual advantage of both cities, now, therefore, in order to proceed
with the development of needed improvements for both cities, and in
consideration of these mutual advantages which will accrue to each,
the cities of Alameda and Oakland agree:
1st - The City oT Alameda hereby agrees to submit to the
elootors of said city at the general election to be
held therein on Tuesday, March Sth, 1927, the proposition to
alter and change the boundary line between the two cities from
the cantos of the north or Brooklyn channel to the center of
the south channel and thereby exolude from the corporate limits
of Alameda said Government island, such proposal to be submitted
under and pursuant to the provisions of an act of the State Legis-
lature entitled "An Aot to Provide for Changing of Boundaries of
Cities and Municipalities, and to Exclude Uninhabited Territory
Therefrom", approved June 11, 1913, upon receiving a written
petition therefor as provided by said aot, and after receiving
authority from the Board of Supervisors of Alameda County for
the holding of ouch election,
the City of Oakland agrees, if the proposition for the change in
the boundary line and the emslesion of Governmeat islbtd is ap-
proved by the voters of alaneda, to submit to the electors of the :City of
Oaklanh, at the regular oltotien to be held May 10th, 1927 in said city,
the proposition to enner said territory to the City of Oakibuld. Upon subh
annexation Alameda agrees to transfer whatever proprietary interest it nay
have in. maid Area, and Oakland agrees to accept the samhd

It is hereby mutually agreed that in the event of the electerm of
