RESOLVED, by tha Council of the City of Llomeds, and State
of Cnlifornia, that the Council of the City of Alstda, and State of
California, respectfully memoriplise the United. States Congress to
enaot lavlslation which proviRe • for the affeotivb carrying out of
the provisions of the said bill, whereby the President of the United
States would be authorized and directed to issue a Proclamation
callifig upo3 . officials of the Goveramnt to display the Slag of the

1330 and inviting the people of the United States to observe the
day in sohools and ahurahos or other suitable planes, with appro-
