RESOLUTION ENDORSING JOINT PLAN OE LEAGUE 02 OkIIPURNIA MUNICIPALITIES AID STATE
SUPERVISORS ASSOCIATION FOR DISTRIBUTION 0 MOTOR TAX FUNDS TO MULICIPAIITIES.
HEREAS, the City' Council of the City of Alameda has heretofore gone on record
as favoring a more equitable distribution of me/or tax funds to municipalities; and
aEREAS, the League of California. Municipalities anA the tate Supervisors
Association are in definite agreement on a joint plan Cr gasoline tax distribution;
now therefore;
BE 21 REEPIVED by the Council of the City of Alameda thEt the. City of Alameda
endorses the following gasoline tax program:
1. The county to receive ere and one-half cent of the present three cent gas-
oline tax. The present Aethod of allocation on the leolz of automobile regdetration
to be followed.
2. In the counties of the State, gasoline tax money shall be distributed. as
follows:
(a) The county stall. retain all funds arising from rural registration of the
county.
(I)) Of tae balance, the county shall retain. fifty per cent, and the rensining
fifty per cent shall be divided among the cities en the basis of their automobile
registration.
(e) Present provisions relative to counties having less than thirty-five
hundred registrations to bi . chang'ed to increase the guartarly guarantee fifty per
cent, or from $5,000 to o7,500.
3. Prior to e-E:e nditure of such gasoline tax moneys, the cities and county
3haa1 . prepare a street and. hignway plan which shall designate the. traffic thorougb-
fares unon which such money shall be expended. The intent of this. provision being
that gasoline tax money is to be expended' on the basis of traffic need regardless
0 101 dtical boundary lines.
t. The Act shell provide authority for inteTchange of gapoline tax moneys on
the part of the cities oud county where such interchange is found necessary or de-
sirable in e cooperative plan to build. and. maintain streets and highways included in.
the plan.
5. Legislation now effective relative to automobile registration to be amended
making it mandatory for the epplibant to designate the 20' 1C1' of his motor vehicle.
The intent of this legislation will be to establish definitely the rural and municipal
regdstration within the county.
