of the proposals for amending the charter of the City of Alameda, which proposals
are specifically set forth in Resolution Bo. 1870, as the same shall appear on
the ballots to be used at the special municipal election called for the purpose
of submitting said Proposals to the electors of t21 City, to be held on November

exoressions "four-fifths vote of the whole council" or
"four-fifths of the council", or "four-fiftha of ell the
mambers" shall, be interpreted as reepairing the affirmative
vote of four members of the council.
