STATE LEGI3LATION, AND URGING DEIZGATES

WHEREAL 3tote Rills A. D. di& and S. B. 447 or pending in our State Legislature
and
WEEREACd these measures would amend the Public Utility Act by adding a section
thereto that would prohibit any wharfinger from renderins any service in
the transportation of property,or aceessorial service incident thereto; or
on any property, article or cemmodity ih wOle said wharfiuger may have
an thterast, direct or indirect, in tile finp,or corporation offering property
for tranaportation, or from any firm or corporation having any financial
interest, direct or indirect, with said wharfinger, and
WHEXEL3 it appears that this proposed. legislation is directed at the owners
of private waterfront property of which there are many located et our Calif-
ornia ports, and
THEREA3 such legislation would create a monopoly where such property must
be operated by Federal, State or Municipal Agencies, and
0lbanaS, such legislation would tend to depreciate huge private investments
already made shipaide facilities, for the reason that said private
operators could not maintain themselves without the support of affiliated
companies7 tonnage, and
WHL*REAS, there is located in Alameda the Encinal Terminalsp the facilities
of which are used by its associated industrial companies, and

entirely, the

from Alameda;
necessary to
passage of these measures would curtail, if not eliminate
operation of the Encrnal Terminals, thus depriving a large
and women of employment; remove a large and regular payroll
end deprive this city; located on deep water; of a terminal
the development of its industrial expansion, and
VHERL'AS, such legislation would tend to induce large industrial concerns
which may desire to operate stipside facilities; handling the wares uf its
subsidiary companies, to seek a location on the Pacific Coast other than in
California,
NOR THEREFORE, BE IT RE'S'OLVED BY THE COUNCIL OF THE CITY OF AUMEDA that the
said City Council is opposed to this proposed legislation, and urges the
delegated representatives in our State Legislature to vigorously oppose the
discriminatory measures, and
BE IT FUR:T7142 RE30LVED, that a copy of this resolution be sant to the Ron.
Knotland, 3tate Oenator, and the Eon, Charles J. Wagner, Assemblyman,
urging that they oppose acid legislation,
I, the undersigned, hereby certify' that the foregoing Resolution was
duly end regularly introduced and adopted by the Council of the City of
Alameda in adjourned regular meeting assembled on the 22nd day of March, 1930,
