CREATING CERTAIN POSITIONS IN THE RECREATION DEPARTMENT
OF THE CITY OF ALAMEDA AND PRESCRIBING THE CITIES OF
SUCH POSITIONS AND OF CERTAIN OTHER POSITIONS IN SAID
DEPARTMENT.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA as follows:
SECTION 1. The following designated positions of employment are hereby
created and established in the Recreation Department of the City of Alameda:

The position of "Recreation Project Business Secretary";
The position of "Recreation Project Supervisor
Men's Division";
The position of "Recreatien Project Supervisor,
Women's Division";
The position of "Recreation Project Specialist";
The position. of "Recreation Project Director";
The position of "Assistant Recreation Project
Director".
SECTION 2. The duties of the existing position of "Superintendent of
Recreation" of the City of Alameda and of the person holding such position are
hereby declared, to be as follows:
Under the general supervision of the City Manager, to be in executive
charge of the Recreation Department; to supervise the staff of Recreation and
Playground Workers allocated to the Department; to prepare end administer pro-
grams of operation, including budgets for the same; to generally plan recreation
areas and facilities; to study the needs of the community and to formulate plans
for the future development to meet the needs; to prepare reports of the Recrea-
tion Department for submission to the City Manager for his consideration and
action; to carry on cooperative relations with other agencies of the community
of somewhat similar purpose; to organize and particioate in a public relations
program; and to do related work as required and/or directed.
SECTION 3. The duties of the existing position of "Supervisor of Play-
gound Directors" of the City of Alameda and of the person holding such position
are hereby declared to be as follows:
Under the supervision and instruction of the Superintendent of Recrea-
tion to visit and inspect playgrounds and supervise the work of playground direc-
tors; to prepare recreational program and events; to schedule inter-park leagues
and tournaments; to prepare and distribute bulletins and announcements; to requi-
sition, maintain and distribute athletic equipment and recreational, handicraft
and first aid supplies; to plan and assist playground directors in the development
of special programs; to secure plays, pageants and other materials and to direct
children and adults in dramatic events; to cooperate with school, clubs and or-
ganizations in recreational activities; to compile special and periodical reports
of activities, attendance, and the like; to write and distribute publicity; to
assist directors in special problems in the discipline of playground patrona; to
issue permits to use playground facilities; to attend and hold conferences and
training course in recreation; and to do related work as required and/or directed.
SECTION. 4. The duties of the existing position of "Playground Director"
of the City of Alameda and of the person or persons holding such position are
hereby declared to Be as follows:
Under the supervision and direction of the Superintendent of Recreation
and/or the Supervisor of Playground Directors, to supervise the use of municipal
playgrounds; to organize and direct group games such as basketball, baseball,
soccer and. the like; to arrange and organize tournaments, chess and checker con-
tests, handball games, etc.; to train and rehearse children in dancing and dramatics;
to make costumes and equipment for pageants; to sponsor andsupervise pet shows,
hobby shows, etc.; tc issue playground equipment; to keep a record of equipment; to
inspect and repair balls, gloves and other playground equipment; to apply simple
first aid; to attend. recreational conferences and institutes; to advise children
on their problems; to enforce playground regulations and restrictions; to make out
attendance and accident reports; to prepare posters, announcements and publicity;
and to do related work as required and/or directed.
SECTION 5. The duties of the existing position of "Recreation Aide" of
the City of Alameda and of the person or persons holding such position are hereby
declared to be as follows:
Under the supervision and direction of the Superintendent of Recreation
and/or the Supervisor of Playground Directors and/or the Playground Director, to
umpire or referee group games such as baseball, softball, basketball, soccer, etc.;

to act as a lifeguard over the public beaches; to apply simple first aid; to
enforce playground regulations and restrictions; and to do related work as re-
quired and/or directed.
SECTION 6• The duties of the position of "Recreation Project Business
Secretary" and of the person holding such position are hereby declared to be as
follows:
Under administrative direction, to keep records covering all activities
cf a Recreation Project; to handle the publicity and public relations work of
such a program; to take full charge of office duties, receive and answer mail,
and keep an accurate account of budgeted money and expenses of a Recreation Pro-
jest; to keep accurate records of attendance and sick-leave of all employees in
such program; to order supplies and keep an inventory of same; to make out pay-
rolls; to issue bulletins and circulars; and to do related work as required
and/or directed.
SECTION 7. The duties of the position of "Recreation Project Super-
visor, Men's Division" and of the person holding such position are hereby de-
clared to be as follows:
Under administrative direction, to supervise the activities of the Men's
Division of a Recreation Project; to organize, develop and supervise a program of
participation in all branches of organized sport for teams, groups or individuals;
to develop league programs in the various branches of athletics, particularly with
respect to teams of Service Men and Shipyard. Workers; and to arrange inter-play-
ground activities; to supervise the Recreation Project Directors and Assistant
Recreation Project Directors and to coordinate their activities with those of
Recreation Project Specialists; to assist the Superintendent of Recreation in the
placing of supplies and equipment where needed; to take charge of a High. School
Gymnasium during certain periods of allotted time, and to direct thos participat-
ing in its use during such times; and to do related work as required and/or
directed.
SECTION 8. The duties of the position of "Recreation Project Super-
visor, Women's Division" and of the person holding such position are hereby de-
clared to be as follows:
All of the duties prescribed for the position of Recreation Project
Supervisor, Men's Division, except that such duties shall be exercised and per-
formed in connection with the activities of the Women's Division of a Recreation.

SECTION 9. The duties of the position of "Recreation Froject Special-
ist" and of the person or persons holding such position are hereby declared. to
be as follows:
Under administrative direction, to be in responsible charge of one or
mare specialized activities on a Recreational Project Program of the Recreation
Department, such es music, drama, sewing, arts and crafts, social activities, etc;
to organize new activities and projects; to represent the Department at meetings
and conferences of local societies devoted to similar activities; to train. volun-
teer leaders; to advise individuals and groups pertaining to each special activity;
to consult with and advise Recreation Project Directors and Assistant Directors;
to coordinate programs between the various Housing Projects; and to do related
work as required and/or directed.
SECTION 10% The duties of the position of "Recreation Project Director"
and of the person or persons holding such position are hereby declared to be as
follows:
Under administrative direstion, to be in charge of the Recreation Fa-
cilities in a Federal Housing Project of 1,200 or more units; to promote, con-
duct, and supervise a program of recreational activities in such Project; to
organize activities, such as leagues, tournaments, exhibitions, demonstrations
and entertainments among groups of both adults and children, or a combination
thereof; to direct subordinates who may be assigned to the same Project; tc keep
records of equipment; to make out attendance, sickness and accident reports; and
to do related work as required and/or directed.
SECTION 11. The duties cf the position of "Assistant Recreation Pro-
ject Director" and of the person or persons holding such position are hereby de-
clared to be as follows:
Under administrative direction, to be in charge of recreational facili-
ties in a Federal Housing Project of 800 housing unite or less; to promote, con-
duct and supervise a program of recreational activities in such project; to
organize activities such as leagues, tournaments, exhibitions, demonstrations and
entertainments among groups of adults or children, or a combination thereof; to
keep records of equipment; to make out attendance, sickness and accident reports;
upon assignment, to perform and assist in such duties, under the immediate direc-
tion and superviaion of a Recreation Project Director, in a Federal Housing
Project of 1,200 or more housing units; and to do related work as required and/or
directed.
SECTION 12. The number of positions of employment within any position
titled and created as above shall be as may be fixed from time to time by the
Counbil.
