DECLARING THE EXISTENCE OF A GREAT NECESSITY AND EMERGENCY

KNOWN AS "SERVICE UNIT, ENGINE NO. 4" WITH.OUT CONTRACT
AND CALL FOR BIDS.
WHEREAS, on December 15, 1943, certain. fire fighting equipment of the
City cf Alameda knowm as "Service Unit, Engine 0. 4" was severely damaged by
collision with an automobile while responding to a fire alarm; and
FEEREAS, it is believed that the cost of labor, parts and material
needed. to repair the damage to said Service Unit, Engine No. 4 and render the
sere fit for service may exceed the sum of .%,000.00, it being impossible to
accurately determine the extent of tne repairs which must be male and the parts
and materials which will le required to repair the damage done to said fire
engine except by dismantling and as the process of actual repair progresses; and
WHEREAS, in the opinion of this Council the calling for bids and letting
of a contract for the repair of said fire engine would result in increasing the
cent of the City of said repairs for the reason that bidders bidding under such
conditions would be compelled to include in the amount of their bids a consider-
able margin for unforeseen contingencies; and
WHEREAS, there exist in the City of Alameda many large shipbuilding and
manufacturing concerns engaged in tho building of ships and war equipment for the
United States Government and for use in connection with the prosecution of the war;
and
WHEREAS, there also exist in said city many defense housing projects
housing workers engaged in. defense industries; and
WHREAS, the occurrence of fires and their nature and severity are in-
herently unpredictable, and in the event of a fire of major proportions the lack
of said Service Unit, Engine No. 4 would greatly hamper the work of the city Fire
Department in controlling and extinguishing such fire and might be the cause of
said fire getting out of control, resulting in widespread destruction of public
and private property and thereby greatly hampering the war effort; and
WHEREAS, by reason of the aforesaid it is necessary and in the public
interest that said Service Unit, Engine No. 4 se repaired and placed in service
without further delay and. et tie earliest possible date;
NOW, THEREFORE, BE 11 RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA
that this Council finds and determines that great necessity and emergency re-wir-
ing immediate action within the meaning of Sec. 3-15 of the Charter of the City
of Alameda exists, and that this Council further finds and determines that in its
opinion the work of bpairing said fire engine and the purchase of parts and ma-
terials needed for such purpose will be performed more econcmlcally without con-
tract and said parts and materials can be purchased at a lower price in the open
market, and the City Manager is hereby authorized and. directed to cause the work
of repairing said Service Undt, Engine No. 4 to be done forthwith and to purchase
any and all material required for such purpose in the open market, all without
contract or prior call for bids.

in regular meeting assembled on the 21st day of December, 1943, by the following
vote, to wit:
