BE IT RESOLVED by the Council of the City of Alameda, as folimws:
Section 1. The Council. 0 the City of Alameda. hereby proposes en its own.
motion to amend the Charter of the City of Alameda by amending Section 2-5 of Article. II
thereof and. by adding a new Article 111 , comprising Sectlons 24-1 to 24-13, both inclu-
sive, all to read. as set forth in be notice entitled "Proposed Amendments to the Cher-
ter of the City of Alamede heunsinsfter set forth in Section 3 of thit resolution.
Section 2, The Council of the City of Al, meda. hereby proposes to and does
hereby on Its own motion submit to the qualified. electors of the City of Alannein et
the special Aronicipal charter amendment election hereinafter provided for the two
proposals to amend the Charter of the 3,' of Alameda set forth in said notite here-
inafter set forth. in Section 3 of thin resolution and dhorignates and refers to said.

The Council of the City of Alameda hereby proposes on its own motion to
amend thh Charter of the City of Alameda
(I) By asmendEng Section. 2-5 of Article II thereof to road as follows:
"Sec. 2-5. No person shnil. be qualified to be elocted. or
appointed to any of the elective offices horeinahore set forth
unless eh shall have been aR elector of the City of Alameda for
a period of five yeams continnouRly noxt precedinm his election.
Every officer of the City referred. to in SectiRn 2-12 of this
Charter shall be '1 . resident of the City during els tenure of
ffice. Employees of the City, other than such. officers, shall

Sch. 24-1. Definitions The following termR whenever used. or referred to
in this AmTIZin or n any res6Taion of issue, shell. have the fellowinr meanings,
respectively, unless a. different meaning appears from the context.
(a) Bonds. The term "bonds" or "revenue bondR". means the written
evidhnce of any o1 110 issued br the City, paynant of which is secured by a.
1 ledge of rovenuos or any part of revenues, as provided in this Artiolo, in. 00 der
to obtadn funds with wtdoh. to carry. out any of the purposes o this Article, irrospec-
tive of the form of such obligation.
(b) Project. The term "project" means any one or more off-street vehicular
parking facilities referred to in Section 24-2 and designated. by the City RS a project
in a resolution of issue.
(c) ExAsting Off -Street Parking Facilities. The term "existing off-strnet
parking facilitiein-means and InclaTes any off-street vehicular parking faties
now or 30'O 1313 owned by the City and operated or controlled by the City at the
tino of adoption of a resolution of issue and not theretofore designated. by the City
at a project 13, a 131 of issue and not acquired, constructed, established,

(d) Revenues. ,37 111( "revenues" means and includes any and all. rates,
fees and other chargbs received or receivalelp in connection with and. any and oda
income and receipts of whatever kind and. character derived. by the City fron,the
operation of a project, or arising from a project, including any" such revenues as
nay have been or nay be impounded. or deposited 173 any fund created. for the security
or further protection of revenue bonds or for the purpose of providing for the pay-
ment of the principal thereof or the interest thereon- The term"revenues" also
includhs net revenues from. 1'17 17P parking meters within thh City now owned or
controlled or hereafter acquired or controlled by the City and net revenues of any
existing off-street parking facilities to the extent that the same shall be pledged
or otherwise
1 avalloble for the payment of oueratihn and maintenance costs of
any project or as security or further protection for bonds by a resolutitn of issue.
(e) Net Revenues. The term "net revenues" when used with referenhe to on-
street parking 17FT0-Fi5' lt15' ,O1 the City moans and includes seventy-five per cent (75%)
of the gross revenues collected by the City during any fiscal year from the establish-
ment and. operation of such on-street parking meters. The term "net revenues" when
used with reference to any. existing off-street parking facilities means and. includes
the gross revenues collected. by the City during "o' fiscal year from the estahlishment
and operation of' such exlsting off-street parking facilities after deducting therefrom
the actual necessary expenses 17' maintaining and. operating such facilities, calculated.
on sound. 0' 151 principles, but without 'any allowance for depreciation or obsol-
escence.
(f) Resolutdon. of Issue. The term "resollington of issues means any agree-

Sec- f4-2. General. The City, in addition. to Mil other powers 57 '1
enumerated in. this Charter or granted to it by the Constitution or laws of the Stute
of California, shall have power to acquire (whether by purchase, lease, eminent
domain, or otherwise), construct, establish, improve, extend, maintain, operate,
administer, lease sublease off-street vehicular parking facilities and places
within the City, including any and all public parking lots, garages or other auto-
motivo gnrking facilities, in order to relieve traffic congestion anb. promote tho
welfare of' the citizens and inhabitants of the City, and, for the payment of the
cost thereof, to issue bonds payable from the revenues of any such off-street vehicu-
lar parking fabilities and. from other revenues, all as hereinafter provided. in this
Article.
Sec. 24-3. Grant of Power. 7337 3- limiting the generality of Section
24-2, the "Council of the City for any of the purposes of this Article shall have the
powers set forth. in this section, as follows:
