RESOLUTION OF THE COUNCIL OF THE CITY OF ALAMEDA
IN SUPPORT CF H. R. 9699 RELATING TO IMPROVEMENT
CF SHIPBUILDING CONDITIONS ON THE WEST COAST.
WHEREAS, the Ca6gPOSS of the United Staten amended the Merchant Marine Act
of 1936 by inserting therein a Section 5(72(1,)) providing for a 6 differential for the
construction of American Flag merchant ships in Pacific Coast yards when such vessels
are to be employed by Pacific Coast lines serving Pacific Coast porto; and
WHEREAS, such aimendment was be upon the fact that the security of the
United States requires a healthy and vigorous shipbuilding industry on the Pacific
Coast; and
WHEREAS, this 6 "/ differential has made possible some revival of shipbuild-
ing in West Coast yards; and
WHEREAS, the exlployment of shipyard workers has rot been increased to any
great extent RS a result of these contracts; and
WHEREAS, materials, machinery, and equipment costs are notably higher on
the West Coast; and
WHEREAS, h, R. 0899 would extend the allowance of la. 67 differential for bids
cf West Coast shipyards for the construction of all subsidized Maritime ships regard-
less of the location of the tome port of the steamship company or the ports of call;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that
the Congress of the United States i3 hereby urged and requested to adopt the legis-
lation referred to above to the end that our shipbuliding industry may regain its
position RS an operating segment of our economy,
