A PROPOSAL TO AMEND CHARTER OF SAID CITY, VIZ: BY ADOPTING
SECTION 25-1 of A NEW ARTICLE XXV TO SAID CHARTER, RELATING To
LIMITATION ON (9 METHOD OF ADOPTION OF URBAN RENEWAL AND
REDEVELOPMENT IN SAID CITY; AND CALLING, ON ITS 03)0) 909903), A
SPECIAL MUNICIPAL ELECTION IS SAID CITY FOR THE PURPOSE OF
SUBMITTING To SAID ELECTORS AN ADVISORY MEASURE RELATINC TO THE
PARK CENTRE REDEVELOPMENT PROjECT (NO. CALIF, R-63); FIXING
jUNE 30, 1964, AS THE DATE OF SAID ELECTION ON SAID AMENDMENT AND
ADVISORY MEASURE, AND PROVIDING FOR NOTICE AND ADVERTISING OF SAME.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA as follows:
SECTION J. The Council of tfhe City of Alameda hereby proposes, on petition signed by fifteen
per cent (15%) of the 14 1909061 electors, to amend the Charter of the City of Alameda by adopting Sec-
tion 25-1 'f a new Article XXV to said Charter, to read as set forth in the notice entitled "Proposed
Amendment to the Charter of the City of Alameda" hereinafter set forth in Section 1, of this resolution—
SECTION 2. The Council of the City of Alameda hereby proposes to and does hereby, on peti-
tion signed by fifteen per cent (157) of the registered electors, submit to the qualified electors of
the City of Alameda at the special municipal election hereinafter provided for, a proposal to amend
the Charter of the City of Alameda set forth in said notice hereinafter set forth in Section 4 of
this resolution and designates and refers to said proposal as the proposal to be set forth In the form
of ballot hereinafter prescribed for use at said special municipal election.
SECTION 3, The Council of the City of Alameda, on its own motion, proposes tt,, and hereby
does submit to the qualified electors of said City at tlie special municipal election hereinafter pro-
vided for, an advisory measure as set forth in the notice entitled "Proposed Measure Advisory to City
Council of City ef Alameda" hereinafter set forth in Section 5 of this resolution and designates same
as an additional proposal to be set forth ln the form of ballot hereinafter prescribed for use at said

4. The City Clerk of the. City of Alameda is hereby ordered and directed to cause
said proposed amendment to the Charter of the City of Alameda to be published once, not less than
forty (40) and not more than sixty (60) days prior to the date of the special municipal election here-
inafter provided for, in the ALAMEDA TIMES -STAR, the official newspaper of said City, and in each
edition thereof during the day of publication, said newspaper being a newspaper of general circulation
published at least six days a week In said City of Alameda; and such publication may be in substan-
tially ane following form:

The Council of the City of Alameda hereby proposes, on petition signed by fifteen per cent
(15%) of the registered electnrs, to amend the Charter of the City of Alameda by adopting Section
25-1 of a neu Article XXV thereof, to read as follows:
"Sec. 25-1. Urban Renewal, >3 63 redevelopment pursuant to Federal or
State aid shall not be adopted in the City of Alameda without a vote of the people,'
The Council of the City of Alameda hereby proposes to and does hereby, on petition signed
by fifteen per cent (15%) of the registered electors, submit to the qualified electors of the City
cf Alameda at a special municipal election to be held in said City of Alameda on Tuesday, June 30,
1964, the following proposal 90 8(1)11 Section 25-1 of a new Article XXV thereof, as follows:
