REQUESTING SAN FRANCISCO BAY AREA RAPID TRANSIT DISTRICT
TO ADOPT CERTAIN EMPLOYMENT PRACTICES AND ENDORSING
RECOMMENDATION OF ALAMEDA COUNTY BOARD OF SUPERVISORS
WITH RESPECT THERETO.
WHEREAS, the San Francisco Bay Area Rapid Transit District and its contractors are among
the largest employers in the Bay Area, with a future peak of 7,500 employees and nearly 900 million
dollars involved directly in construction, and with a great number of other jobs also resulting from
the economic. stimulation that can be expected from a project of this magnitude; and
WHEREAS, this City Council regards the San Francisco Bay Area Rapid Transit District, in
view of the millions of people affected, as having greater responsibility to the citizens of the
counties involved than the construction and operation of a transit system alone; and
WHEREAS, the cost of the project in Alameda, Contra Costa and San Francisco Counties is
borne by the taxpayers in these counties in the form of a considerable increased tax rate; and
WHEREAS, a sizeable group of citizens in this county are unemployed or receiving public
welfare assistance, in many cases only because suitable employment is not available at present;
NOW THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council, in
an effort to relieve local unemployment and reduce the public welfare rolls, requests the San
Francisco Bay Area Rapid Transit District to limit its hiring and the hiring of its contractors in
every possible case, to workers residing within Alameda, Contra Costa and San Francisco Counties,
to promote as well, equal job opportunities, in hiring and in promotion, to members of all minority
races and ethnic groups; and
BE IT FURTHER RESOLVED that this Council hereby adopts and endorses the recommendation of
the Board of Supervisors of Alameda County, expressed in its Resolution No. 113126, respecting the
above-mentioned employnent practices.
BE IT FURTHER RESOLVED that copies hereof be sent Co the San Francisco Bay Area Rapid
Transit District and the Alameda County Board of Supervisors.
