DESIGNATING AREA LIBRARIES FOR THE PLANNING OF THE EAST
BAY COOPERATIVE LIBRARY SYSTEM
WHEREAS, Chapter 1.5 of Division 20 of the Education Code (Stats. 1963, Ch. 1802) authorized
grants for public library systems in areas where cooperation would facilitate improved library services,
and by its Resolution No. 5549, adopted January 7, 1964, this Council authorized participation of the
City of Alameda therein; and
WHEREAS, the East Bay Cooperative Library System (Cities of Alameda and Richmond, Counties
of Alameda and Contra Costa) has received such grants since 1964 under an approved Plan of Service; and
WHEREAS, the geographic plan for California Public Library Systems designates the total of
Alameda and Contra Costa Counties as the logical area for one of twelve cooperative library systems and
recommended certain localities as proposed Area Libraries for back-uo service to all member libraries; and
WHEREAS, the Executive Committee of the East Bay Cooperative Library System consisting of library
directors of the member libraries, and the Library Board of the Alameda Free Library, have recommended
this Amendment to the East Bay Cooperative Library System's Plan of Service;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that the following endment
to the EBC Library System's Plan of Service be, and hereby is approved:
In accordance with the policy of the California State Librarian adopted July, 1969,
the East Bay Cooperative Library System does hereby include in its masterplanning the
geographic plan for California Public Library Systems which designates the total of
Alameda and Contra Costa Counties as the logical area for one of the twelve cooperative
library systems in the State of California. And, further, the East Bay Cooperative
Library System does hereby recognize, as the proposed location of two of the Area Libraries,
Oakland and Richmond, as cited in the geographic plan; and further, does add Fremont and
Pleasant lill as two additional Area Library locations (Fremont as part of the consolidated
Alameda County Library and Pleasant Hill as part of the consolidated Contra Costa County
Library)."
BE IT FURTHER RESOLVED that the City Librarian be and he hereby is authorized to execute appli-
cations for grants to the East Bay Cooperative System on behalf of the City of Alameda at the direction of
the Library Board of the City of Alameda.
