CITY OF ALAMEDA RESOLUTION NO. 7709
APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION
FUNDS FOR WOODSTOCK PARK DEVELOPMENT PROJECT
WHEREAS, the United States Congress under Public Law 88-578 has authorized the establishment
of a Federal Land and Water Conservation Fund Grant-In-Aid Program, providing matching funds to the
State of California and its political subdivisions for acquiring lands and developing lands and facili-
ties for public outdoor recreation purposes; and
WHEREAS, the State Department of Parks and Recreation is responsible for the administration
cf the program within the State, setting up necessary rules and procedures governing application by
local agencies under the program; and
WHEREAS, said Federal Act and adopted procedures established by the State Department of Parks
and Recreation require that the applicant must certify by resolution the approval of proposed park
projects, applications and availability of local matching funds prior to submission of said applications
to the State; and
WHEREAS, said procedures further require that all proposed projects must appear in the Recrea-
tion Element of the General Plan for the City; and
WHEREAS, the Comprehensive General Plan of the City of Alameda was first adopted by the City
Council on April 18, 1969, by Ordinance No. 1586 N.S.; and
WHEREAS, the City General Plan consists of the following elements, among others:
1. Land Use Element
2. Recreation Element
3. Circulation Element
4, Population Element
and
WHEREAS, the proposed Woodstock Park project is contained in the Recreation Element of the
General Plan and is consistent with the California Public Outdoor Recreation Plan;
NOW, THEREFORE, 80 IT RESOLVED THAT THE COUNCIL OF THE CITY OF ALAMEDA hereby:
1. approves the filing of an application for Land and Water Conservation Fund assistance; and
2. certifies that said agency can finance 100 percent of the project; and
3. appoints the Director of the Recreation and Park Department as agent of the City to conduct
all negotiations, execute and submit all documents including but not limited to applica-
tions, agreements, amendments, billing statements, and so on which may be necessary for the
completion of the aforementioned project.

introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
15th day of December, 1970, hy the following vote, to wit:
AYES: Councilmen Levy, Longaker, McCall and President La Croix, Jr., (4).
NOES: None.
ABSENT: Councilman Fore, (1).
