Resolution 07997460 CITY OF ALAMEDA RESOLUTION NO. 7997 DECLARING OPPOSITION TO STATE PROPOSITION 14 ("WATSON INITIATIVE") AND URGING NEGATIVE VOTE THEREON WHEREAS, State Proposition 14 ("Watson Initiative") appearing on the November 7, 1972, ballot imposes arbitrary tax rate limitations upon local agencies without providing any remedy to those agencies whose expenditures exceed the revenues generated by the maximum tax rates allowed; and WHEREAS, any property tax reductions provided by the initiative would benefit the business community at the expense of single family homeowners whose property tax reductions would be substan- tially more than offset by other increased taxes specified in the initiative needed to compensate for the massive statewide deficit the initiative would create; and WHEREAS, local school districts will suffer irreparable harm because of the measure's failure to provide replacement revenues to be lust thereby, the total of necessary replacement revenues to local governments, including such districts, being estimated at $2.5 billion; and WHEREAS, the initiative contains no provision which would insure that renters would get any tax relief whatsoever; NOW THEREFORE, BE IT RESOLVED that this Council does hereby express and declare its opposition to said Proposition 14, and does urge the electorate of the City to vote against this ill-conceived measure at the November 7, 1972, election. * * * * * * * * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Alameda in adjourned regular meeting assembled on the 24th day of October, 1972, by the following vote, to wit: AYES: Councilmen Fore, Levy, Longaker and McCall, (4).
